REGULAR MEETING
VILLAGE OF CANDOR BOARD OF TRUSTEES

After the Pledge of Allegiance, the regular meeting of the Village of Candor Board of Trustees was called to order at 6:30 pm by the Honorable Mayor Steven Sparling at the Village Hall, 138 Main Street, Candor, NY, on September 7, 2010.
Those in attendance included Trustees Gary Consalvi, Mike Swartz, and Nancy King; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Public Works Marvin Roberts; and Attorney Kurt Schrader. Trustee Chris Brown was absent due to previous commitments.
Minutes – A motion was made by Trustee Swartz, seconded by Trustee Consalvi, to approve the minutes of the August 17, 2010, meeting as presented. A vote was taken and Trustees Swartz, Consalvi and King voted aye. The motion was approved and carried.
Generator Specs – The question of whether the transfer switch was warranted remained unanswered as Trustee Brown was absent and unable to provide a reply. Tabled.
Tree Removal - The quotation submitted by Tri-County Tree Service, owned by Tony Barnhart, was reviewed. A motion was made by Trustee Consalvi, seconded by Trustee King, to accept the quotation submitted by Tri-County to remove four large trees (three on Church Street, one on Smith Street) for $500 each. A vote was taken and Trustees Consalvi, King and Swartz voted aye. The motion was approved and carried. Marvin will contact Tony to inform him of the Board’s decision.
Street Paving – Broome Bituminous will begin paving Jackson Street, Park Drive and by the food pantry entrance on Wednesday, September 8th, and the projects should be completed that same day.
Skateboard Park – Extensive discussion was held regarding creating a skateboard park at Moyer Park. Trustees Swartz and King, as well as Jan Swartz and Marvin Roberts, will work together to spec a possible model.
Truck Route Signs – Trustee Consalvi recently had conversation with an engineer from NYS Department of Transportation regarding truck route signs. The engineer informed him that larger, more visible signs will be installed within two months to advise truckers to take the route around the Village rather than through it, as truck traffic is causing more rapid deterioration to the lower bridge. Trustee Consalvi also agreed to again contact the DOT regarding the status of the temporary repair to the bridge railings.
Voiding of Check – Deputy Clerk Jean Dewey advised the Board that check #2368 from the Water Fund that was issued to Visions Federal Credit Union in the amount of $7,000 needed to be voided, as the annual payment for the serial bond is due on October 1st, and she wanted to be sure there were adequate funds in the account to be able to make the payment. A motion was then made by Trustee Consalvi, seconded by Trustee Swartz, to approve voiding Water Fund check #2368 for $7,000. A vote was taken and Trustees Consalvi, Swartz and King voted aye. The motion was approved and carried.
Dissolution Study Funding – Mayor Sparling received a letter from the NYS Department of State on August 26, 2010, advising that funding in the amount of $49,500 had been approved to undertake the Village of Candor Dissolution Study.
Court Clerk Conference – Lynn Craig submitted a request to attend the annual NYS Association of Court Clerks Conference in Albany from October 10 through October 13, 2010. She will split the cost between the Town and Village, resulting in the cost to the Village to be $272.50. A motion was made by Trustee Swartz, seconded by Trustee King to approve Lynn’s attendance at the conference. A vote was taken and Trustees Swartz, King and Consalvi voted aye. The motion was approved and carried.
Water System Field Compliance Report – The State Health Department inspected the Village’s water system on September 1, 2010, and the (accompanying) report indicated the Village was in complete compliance. The inspector commented that a generator is needed for emergency situations and Marvin advised him that the Board is working toward that end. The inspector advised Marvin that in the meantime, he should contact a rental company and be put on a list for a trailer-mounted generator so the Village would be assured of acquiring it in time of need.
Police Report – The Board reviewed the police report.
DPW Equipment Quotes – Quotes were reviewed for equipment items submitted by Marvin for DPW use, which included a golf cart and utility vehicle for use in reading meters and/or carrying small equipment; and a gas-powered pole saw with miscellaneous attachments. Extensive discussion ensued. A motion was made by Trustee Consalvi, seconded by Trustee King, to approve the purchase of a gas-powered pole saw with attachments, not to exceed $757. A vote was taken and Trustees Consalvi, King and Swartz voted aye. The motion was approved and carried.
Insurance Claims – Discussion was held regarding recent insurance claims that Attorney Schrader has submitted on behalf of the Village. The insurance company for Paul Kern, who struck and damaged the bridge railing on Rich Street, has indicated that they will be settling the claim soon. The second claim for the fire hydrant that was struck and damaged in front of the Laundromat is still pending.
There being no further business, the meeting adjourned at 7:18 pm.
