VILLAGE OF CANDOR BOARD OF TRUSTEES

After the Pledge of Allegiance, the regular meeting of the Village of Candor Board of Trustees was called to order at 6:30 pm at the Village Hall, 138 Main Street, Candor, NY, on September 21, 2010, by the Honorable Mayor Steven Sparling.
Those in attendance included Trustees Gary Consalvi, Mike Swartz, Nancy King, and Chris Brown; Clerk Jan Swartz; Deputy Clerk Jean Dewey, Attorney Kurt Schrader, Florence Alpert, and Roy Yarrington.
Minutes – Trustee Brown requested that the minutes of the September 7th meeting reflect that she was absent due to illness. A motion was then made by Trustee King, seconded by Trustee Consalvi, to accept the minutes as corrected. A vote was taken and Trustees King, Consalvi and Swartz voted aye. Trustee Brown abstained. The motion was approved and carried.
Library Sidewalk – Roy Yarrington expressed appreciation for the prompt response from the Board regarding repairs to electrical problems and gutter replacement. He indicated he will be removing the shrub that’s located by the bike rack so that a larger bike rack can be installed. He advised the Board that the basement of the library gets wet when it rains because the sidewalk is broken and leans inward toward the building, causing leakage. He submitted a proposal from JD Concrete for $2,000 to replace the three broken sections of the sidewalk as well as resurfacing of the concrete area in front of the library entrance. He had previously presented it to the library board and they were in agreement to pay part of it if the Village would pay the remainder. Roy left at 7:36 pm.
Generator Specs - Trustee Brown reviewed several concerns that the Board had regarding certain items that Larson Design Group had submitted in their proposal, including the mention of a warranty that was omitted for the transfer switch. Extensive discussion ensued regarding the generator, the testing of it, the cost, and when it should be put to bid. After lengthy discussion, the Board decided they want the bids for the generator to go out now, not rather than next year as Larson Design has suggested.
Tree Removal Update – Two trees on Church Street and one tree on Smith Street were recently cut down by Tri-County Tree Service and most of the wood has been hauled away.
Street Paving Update – Park Drive and Jackson Street were recently paved by Broome Bituminous. Discussion followed. Trustee Swartz will contact Broome Bituminous to have them format an estimate for repaving Bank Street and around the corner to Griffin Street.
Skateboard Park – The Clerk advised the Board that the engineer from Parkitects in Lansing can come to Candor the week of October 4th to meet with the committee but would need to know the exact date. After discussion it was determined that they would meet on October 6th at 4:00 pm.
Bridge Railing Update – The lower bridge railings are being painted by the State Department of Transportation.
Rural Water Association – Mayor Sparling contacted Steve Winkley from Rural Water. Mr. Winkley doesn’t yet have his report completed for the Village.
Tree Removal Request – Beulah Russell requested that the tree in front of her residence at 17 Church Street be cut down as, in her opinion, it is rotten. Discussion ensued. It was determined that Tony Barnhart should look at the tree to see if it will last until the next budget year, as the tree removal budget has been expended already. Mayor Sparling will contact Tony.
LGE Grant – Camoin Associates has an application that needs to be completed before the Village can receive the dissolution study grant funds. Discussion followed. The Board felt that CGR should be completing the application as they have the answers. Mayor Sparling will talk to Charlie Zettick and Jaime Saunders from CGR regarding this.
Informational Meeting – Trustee Brown signed up for an informational meeting on loans, various programs, and funding at Broome Community College on October 12th, sponsored by New York State Environmental Facilities Corporation.
Dump Truck Repairs – The transmission in the dump truck needs repair, and Marvin is to take it to Finishline Auto so they can drive it and better assess the problem. Since they don’t do automatic transmission repairs, they suggested taking the truck to Transmatic in Vestal or buy a used transmission from Don’s Automotive. Discussion followed.
Library Sidewalk – Discussion was held regarding the estimate that Roy Yarrington submitted for the repair of the sidewalk by the library. It was decided at least one other estimate should be considered, and Trustee Swartz will contact Mark Bishop for same.
Reports – The financial, police and justice reports were reviewed. The Village of Candor Justice submitted the monthly report for August 2010, which showed $715.00 was collected in fines and forfeitures for that month. Check #660 was submitted to the Village Clerk in that amount on September 10, 2010. A motion was made by Trustee King, seconded by Trustee Consalvi, to accept the justice report as submitted. A vote was taken and Trustees King, Consalvi, Swartz and Brown voted aye. So moved.
In absence of Marvin Roberts, the Clerk reported that the Public Works Department has completed installation of the replacement hydrant in front of the Laundromat that was damaged in an accident on August 13th. She also reported that an individual who is required to provide several hours of community service as part of his sentencing will be working for the Village’s Public Works Department and he is scheduled to begin tomorrow.
BILLS – The following bills were presented for approval for payment.

A motion was made by Trustee King, seconded by Trustee Brown, to approve the bills as presented. A vote was taken and Trustees King, Brown, Swartz and Consalvi voted aye. The motion was approved and carried.
Trustee King reported that Sherry Haner expressed thanks to the Village for paving the walkway to the food pantry. She also offered to have the food pantry pay a portion of the expense involved in the paving, but the Board chose not to accept her offer.
There being no further business, the meeting adjourned at 7:28 pm.
