VILLAGE OF CANDOR BOARD OF TRUSTEES

After the Pledge of Allegiance, the regular meeting of the Village of Candor Board of Trustees was called to order by the Honorable Mayor Steven Sparling at 6:30 pm on July 5, 2011, at the Village Hall, 138 Main Street, Candor, NY.

Those in attendance included Trustees Gary Consalvi, Nancy King, Mike Swartz and Chris Brown; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Attorney Kurt Schrader; Public Works Marvin Roberts; Jeff and Katie Anderson.

175 Owego Street – Katie Anderson continued to have complaints regarding the dilapidated condition of the barn located at 175 Owego Street, owned by Lorena Wright. She questioned whether Mike Katchmir had an updated report on the property and requested that Mike attend the next Board meeting on July 19th. The Mayor indicated he would make that request to Mike. Katie and Jeff Anderson left the meeting at 6:32 pm.

Minutes – A motion was made by Trustee Swartz, seconded by Trustee King, to accept the minutes of the June 21, 2011, meeting as presented. A vote was taken and Trustees Swartz, King and Brown voted aye. Trustee Consalvi abstained as he was absent from that meeting. The motion was approved and carried.

Paving Quotes – No quotes have been received for paving Water Street. Marvin was asked to contact Broome Bituminous as well as Suit-Kote to obtain quotes for Water Street. He was asked to also obtain quotes from Suit-Kote for Maiden Lane and Humiston Street.

Inventory – Nancy King and Jan Swartz have started the inventory process at the DPW building.

Fire Hydrant – Marvin reported that he had completed the requested repairs to the lawn area around the fire hydrant in front of 129 Main Street. The Mayor inquired as to who had done the repairs and Marvin reported that he and Ryan Tubbs had done them.

Legursky & Sons Contract – Attorney Schrader reported that Mr. Legursky doesn’t require contracts with his customers, but he was informed that he would be required to pay prevailing wage to his employees. Attorney Schrader will request wage information for the project (installing a gas heater in the Morrow pump house) be sent to Mr. Legursky.

Water Meters – Marvin reported that he had three water meters on hand. Discussion was held as to whether the Village should purchase meters in bulk rather than two at a time. Various vendors will be contacted by Marvin to determine whether they can offer a better deal to the Village if more meters are purchased at one time.

Morrow Pump House and Athletic Fields – Attorney Schrader reported that he had discussed ownership of the athletic fields with the Town Board as well as researching documents on file at Tioga County Real Property. Records indicated that Tioga County hasn’t received updated information showing that the property is owned by the Village and he’ll have it corrected to reflect that.

Ward’s Well – Conversation between Attorney Schrader and Councilman George Williams, the surveyor who surveyed the parcels owned by the fire district and fire company that now house the Candor Fire Station, indicated that a separate parcel was surveyed for the Ward’s Well pump station. Councilman Williams will provide Attorney Schrader with the map from approximately 1985 that will show how it was surveyed at that time.

Cost of Clean-Up Days – Jean Dewey reported that the transportation and tipping fees for the clean-up days this year totaled $1,283.70. The Village has received no money at this time for the dumpster-and-a-half of scrap metal that was collected.

4th of July Activities – Trustee King thanked the Village and all others involved who provided help to her throughout the 4th of July activities and parade this year.

Mulch at Moyer Park – Trustee Swartz questioned whether the mulch that had been dumped at Moyer Park for the EMS squad was still there. Marvin reported that it was still there and that Loretta Glenn had dumped it there by mistake. The squad needs to have it removed.

Excavation Work at Morrow Pump House – Mayor Sparling, Trustee Brown, Marvin Roberts and Doug Kirk met to discuss the excavation needs for the generator pad at the Morrow pump house. Doug submitted an estimate of $1,900 for his part of the project.

June Tax Receipts – Clerk Swartz reported that Village tax receipts through June 30th totaled $121,383.31.

Tree Removal Quotes – No quotes have been received yet from Tony Barnhart or Keith Quick regarding dead/dying trees located on Stowell Avenue and McCarty Street. Discussion was held in regard to the urgent need to have the McCarty Street tree removed as it’s been assessed a hazard by the insurance company and as a result, is holding up the sale of the house at the 5 McCarty Street location. Marvin was told to contact Tony and Keith again.

Billing for Water Project – The Mayor expressed concern that installation of a water line at 21 Stowell Avenue was done without prior Board approval and that it was setting an unreasonable precedence with the Village doing the work as it’s contrary to the water regulations. He reiterated that such work should be a Board decision, and not made by an employee alone. The billing for parts and labor for the project totaled $615.22 on the Village’s behalf, and an invoice reflecting that amount will be sent to Bill and Anna Quick for their reimbursement to the Village.

The Mayor then verified with Marvin that the work on the hydrant in front of 129 Main Street had been completed; Marvin affirmed so and said that he and Ryan Tubbs had completed the job.

Exposed Water Lines – Marvin was reminded of the exposed water line on Reservoir Hill and the need to get it buried soon. Trustee Swartz then reported the water main crossing the creek behind the fire station is also partially exposed and should be looked at to determine what steps need to be taken to alleviate any future problems. Marvin is to contact Doug Kirk relative to the Reservoir Hill repair, and he will also look at the water main behind the fire station.

Marvin left the meeting at 7:20 pm.

Tioga County Attorney Judith Quigley sent notification that the County is reconsidering their position on reimbursing municipalities for demolition of buildings and/or helping in the cost to local towns and villages of demolishing buildings.

There being no further business, the meeting adjourned at 7:22 pm.
