After the Pledge of Allegiance, the regular meeting of the Village of Candor Board of Trustees was called to order by the Honorable Mayor Steve Sparling at 6:30 pm on June 7, 2011, at the Village Hall, 138 Main Street, Candor, NY.
Those in attendance included Trustees Gary Consalvi, Nancy King, Chris Brown and Mike Swartz; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Public Works Marvin Roberts; Katie Anderson; Jeff Anderson; and Joan Meddaugh.
175 Owego Street – Katie Anderson presented several concerns she has with the state of the property located at 175 Owego Street, particularly with a barn that has a partially collapsed wall and roof. The barn is adjacent to her property and she claims it contains 100 bags of raw garbage. In addition, she provided photographs of the barn in its present condition. Her desire is that the Village provide the resources to remove the barn. Discussion followed. The Board agreed that Code Enforcement Officer Mike Katchmir would again be contacted. Katie and Jeff Anderson left the meeting at 6:32 pm.
Bicentennial Advertisement – Joan Meddaugh questioned whether the Board was interested in placing an ad in The Candor Statement in honor of the Town of Candor’s 200th birthday celebration. Discussion was held. Trustee King made a motion, seconded by Trustee Brown, to approve an expenditure of $20 for an ad in The Candor Statement. Trustee King will work with Joan Meddaugh in the creation of the ad.
Minutes – Trustee Brown requested that a line be added to the May 17th minutes indicating that inventory needed to be completed and submitted as part of the Village’s annual report to the State. Trustee Swartz made a motion, seconded by Trustee King, to accept the minutes as amended. A vote was taken and Trustees Swartz, King, Brown and Consalvi voted aye. The motion was approved and carried.
A motion was then made by Trustee Swartz, seconded by Trustee Brown, to approve the minutes of the May 31st meeting as presented. A vote was taken and Trustees Swartz, Brown, King and Consalvi voted aye. The motion was approved and carried.
Change of Hourly to Salaried Position – A motion was made by Trustee Consalvi, seconded by Trustee Brown, to change the position of Deputy Clerk/Treasurer from an hourly position to a salaried position. A vote was taken and Trustees Consalvi, Brown, King and Swartz voted aye. The motion was approved and carried.
Payroll Increases – A motion was made by Trustee Consalvi, seconded by Trustee Brown, to approve a 3% payroll increase to the following Village employees, effective June 1, 2011: Jean Dewey, Damir Lazaric, Marvin Roberts, Jim Russell and Jan Swartz. A vote was taken and Trustees Consalvi, Brown, King and Swartz voted aye. The motion was approved and carried.
Part-time Laborer – A motion was made by Trustee Swartz, seconded by Trustee Consalvi, to approve hiring Ryan Tubbs as a part-time laborer with a pay rate of $10/hour, 20 hours/week. A vote was taken and Trustees Swartz, Consalvi, Brown
and King voted aye. The motion was approved and carried.
Village Clean-up Day Dumpsters – Marvin has made arrangements to have dumpsters from Southern Tier Recycling and Lee’s Sanitary Service put in place for the Village clean-up days on June 10th and 11th.
Clothing Give-Away – A clothing give-away was recently sponsored by the Congregational Church and was held at the Village’s coal barn without prior knowledge or approval of the Board. Discussion ensued. Trustee King agreed to advise Sherry Haner that any future activities such as this should be approved by the Board in advance of the event.
Gross Receipts Tax – Tabled.
Tractor Update – Marvin replaced the battery in the tractor and had it running for a period of time, but found that it wouldn’t continue to do so. He’ll continue to get someone to look at it, such as Carl Fredenburg.
Police Department Coverage – Mayor Sparling advised the Board that Rich Curtiss has agreed to work for $20/hour as his time permits, while Damir is on vacation.
Inventory – The inventory list that Marvin submitted doesn’t include small hand tools and needs to be completed soon. Trustee King will be available to help soon, if the community service workers who are required to perform certain hours of service for the Village don’t get it done.
Quotes for Generator Conversion – Trustee Brown continues to gather quotes for conversion from electric to gas service for the Morrow Pump House and generator.
Four-Wheeler Signs – Discussion was held regarding where to place signs prohibiting ATVs from running on Village streets. The Board determined twelve signs should be purchased and Trustee King will contact Summit Signs for a price quote.
LGE Grant – Discussion was held regarding putting the LGE grant money into a capital reserve account once the Village receives the payment. Jean is to look at other savings rate options, such as Visions. The Board will consider moving the current capital reserve account for police and public works from Tioga State Bank into Visions. Tabled.
Marvin Roberts left the meeting at 6:57 pm.
Code Enforcement Officer – The Mayor noted that during the performance appraisal with Mike Katchmir, discussion was held regarding the pros and cons of eliminating his position with the Village as Code Enforcement Officer. After weighing the options, the Board determined that the Village would lose more than it would gain should his position be eliminated, and therefore, the Board decided to continue to maintain the position.
Special Use Permits – NYS Department of Transportation sent notification that a new permit procedure has been initiated by NYS DOT for events on state highways and their policy for placing banners on state highways.
Legion’s Use of Ball Park – The Candor American Legion requested use of the ball park and the McNeil Pavilion during the July 4th celebration, which includes July 2nd – July 4th. In return, the Auxiliary will make a $100 donation to the Village. A motion was made by Trustee Consalvi, seconded by Trustee Brown, to approve the Legion’s use of the aforementioned facilities on the specified days. A vote was taken and Trustees Consalvi, Brown, Swartz and King voted aye. So moved. Trustee Brown will advise the Legion of the Village’s approval.
Broome Bituminous Quotes – Quotes were received from Broome Bituminous for repaving Humiston Street and Maiden Lane. Discussion followed. Tabled.
Thank You – Jean Meddaugh expressed her thanks, through the Clerk and Deputy Clerk, to the Board members for the good job they continue to do in keeping the Village’s taxes down.
There being no further business, the meeting adjourned at 7:00 pm.
