REGULAR MEETING
VILLAGE OF CANDOR BOARD OF TRUSTEES
138 MAIN STREET, CANDOR, NY
JUNE 1, 2010

After the Pledge of Allegiance, the regular meeting of the Village of Candor Board of Trustees was called to order by the Honorable Mayor Steve Sparling at the Candor Village Hall, 138 Main Street, Candor, NY, at 6:30 pm on June 1, 2010.

Those in attendance included Trustees Gary Consalvi, Mike Swartz, Nancy King and Chris Brown; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Attorney Kurt Schrader; Fred and Rita Quinlan; and The Broader View reporter Coulter Heavenrich.

Truck Traffic – Fred Quinlan expressed concern of the continuing problem of heavy truck traffic going through the center of the Village rather than using the designated truck route around it. Extensive discussion ensued. It was noted that enforcement is important and that police agencies should be notified and asked to be more conscientious of truckers traveling on Main Street. If tickets were issued to the offenders it was thought that the truck traffic would diminish. Fred indicated he would be willing to talk to DOT reps if the Board thought it would help, as the concern of the fragile condition of the bridge remains at the forefront. The Board advised Fred that they have been pro-active in regard to having additional signs installed to ward off unwanted traffic over the bridge, and they plan to continue to be. Fred and Rita left the meeting at 6:38 pm.

Minutes – A motion was made by Trustee Consalvi, seconded by Trustee King, to accept the May 18th minutes as presented. A vote was taken and Trustees Consalvi, King, Swartz and Brown voted aye. The motion was approved and carried.

A motion was then made by Trustee Brown, seconded by Trustee Consalvi, to accept the minutes of the May 27th meeting as presented. A vote was taken and Trustees Brown, Consalvi, Swartz and King voted aye. So moved.

Generator – Trustee Brown had conversation with Larson Design regarding designing a generator spec for bid. Larson Design gave her an estimated cost of $1500 for them to design a such a spec form. Discussion followed. The Board agreed that there should be separate specs written for the concrete pad, the electric, etc. so that one company would not necessarily win all the segments of the project. Blanding Electric had submitted a quote for $30,000, but that quote is now 3 months old. Tabled.

Reservoir Hill Water Line – The Mayor reminded the Board that it's necessary to be pro-active in getting the water line permanently repaired on Reservoir Hill before the onset of cold and/or inclement weather. The Mayor will contact Doug Kirk and Bron Robinson for quotes.

Road Work Bids – Marvin wasn't present at the meeting, so no definitive answers were available regarding getting bids. Tabled.

Mobile Home Park Water Contracts – Discussion was held regarding creating contracts for outside water customers, specifically, the need to have one for Crimson Court now that it has changed ownership. The Board would like to bill Crimson Court's residents separately. Currently, just one bill is sent to the owner and he must divide it amongst his residents. By billing the residents separately would make it equal to the way the other trailer park within the Village is being billed. Attorney Schrader will contact NYCOM to determine the necessity of contracts.

Relay for Life – The Relay for Life event will be held July 23 & 24 at the High School as originally scheduled.

Communication with NYS DOT – Mayor Sparling had discussion with a representative from the Binghamton office of NYS DOT regarding installation of signs for truck traffic at the Owego Street/Main Street intersection. Mayor Sparling will contact Mr. Ligeikis at a later date to get more specific information.

Crossing Guard – A crossing guard is needed for Friday, June 4th, as Jim Russell will be out of town. Trustee King will ask the school for help for that day.

Amendment to 2010-2011 Budget – Jean Dewey reported that $40,800 needed to be moved from A599 (unreserved fund balance) to A8020.4 (planning, dissolution study) to pay for the consultants of the dissolution study committee. A motion was made by Trustee Consalvi, seconded by Trustee Swartz, to approve the amendment to the 2010-2011 budget as defined by Deputy Clerk Dewey. A vote was taken and Trustees Consalvi, Swartz, King and Brown voted aye. The motion was approved and carried.

Pavilion Electrical Box Repair – Discussion was held regarding the need to have the electrical box be repaired at the pavilion at Moyer Park. An estimate of over $1,000 was given by Gary Kirk. Other quotes will be obtained before the repair will take place.

Alpert vs. Steve Sparling, et al – Attorney Schrader reported that he has served the reply papers to the petition of Alpert vs. Steve Sparling, et al, and that the case will be heard on Friday, June 4th at the Tioga County Courthouse.

There being no further business, the meeting adjourned at 7:20 pm.
