VILLAGE OF CANDOR BOARD OF TRUSTEES

After the Pledge of Allegiance, the regular meeting of the Village of Candor Board of Trustees was called to order by the Honorable Mayor Steven Sparling at 6:30 pm on May 4, 2010, at the Village Hall, 138 Main Street, Candor, NY.

Those in attendance included Trustees Gary Consalvi and Nancy King; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Attorney Kurt Schrader; Public Works Marvin Roberts; Florence Alpert; and Cindy Swartz. Trustee Chris Brown was absent due to family illness and Trustee Mike Swartz was scheduled to arrive late due to a previous commitment.

DOT Letter – Florence Alpert thanked the Board for addressing certain concerns with the NYS Department of Transportation, e.g., having a traffic signal installed at the intersection of Main and Owego Streets; paving Main Street when the bridge project gets underway; and installing additional signs informing trucks of the weight limit on the lower bridge. She noted there has been no indication on the Village’s part as to whether it’ll include installing the water line underneath the bridge rather than continue to have it in the creek bed. Installation under the bridge would be an additional cost to the Village and would have to be considered a separate project.

Relay for Life – Cindy Swartz advised the Board that should the school budget fail to pass, the school has advised the Relay for Life committee that they can’t hold their annual event on the school grounds. Cindy asked the Board to consider allowing the Relay event to be held at the Village ball field. The event set up would take place on July 22nd and clean up would follow at the close of the event on July 24th. Discussion followed. Cindy left the meeting at 6:40 pm.

Minutes – A motion was made by Trustee Consalvi, seconded by Trustee King, to approve the minutes of April 20, 2010, as presented. A vote was taken and Trustees Consalvi and King, as well as Mayor Sparling, voted aye. The motion was approved and carried.

NYS DOT Response – David Ligeikis, engineer for the NYS Department of Transportation, acknowledged several concerns the Board had made in previous letters, beginning with a June 4, 2009, letter addressing the potential need for a traffic signal at the intersection of Main and Owego Streets. An October 28, 2009, letter asked that the NYS DOT consider paving Main Street as part of the bridge project, and finally, a March 3, 2010, letter requested the DOT install additional signs informing trucks of the 25 ton weight limit on the lower bridge. Extensive discussion ensued.

Trustee Mike Swartz entered the meeting at 6:48 pm.

Because the Board felt one of the main issues for requesting a traffic signal at the Main and Owego Street intersection was due to the potential for accidents without it, they felt a warning sign indicating drivers would be approaching a full-stop intersection should, at the least, be installed. Mayor Sparling will send a letter of response to Mr. Ligeikis indicating same.

Park Regulations – Trustee King presented an amended version of the proposed park regulations and application. The Board reviewed it and because there were still further changes to be made, it was tabled.

Joint Meeting – Mayor Sparling had e-mailed the school, town, fire department and squad officials asking if they’d be interested in meeting jointly with the Village to discuss options for the bridge project. He received responses from the school and a fire commissioner. Discussion was held regarding the DOT’s suggestion to install lighting on the bridge, as it would be an additional financial responsibility to the Village. A final determination doesn’t have to be made until October 2011.

Village Hall Roof – JDW Enterprise submitted a quote of $600 to coat the existing membrane roof of the Village Hall with elastomeric "Cool Coat" coating. The price included materials and labor. A motion was made by Trustee Swartz, seconded by Trustee Consalvi, to accept the quote as presented by JDW Enterprise. A vote was taken and Trustees Swartz, Consalvi, and King voted aye. So moved.

Synergy Quote – A quote of $465 for a replacement pressure transducer that generates the water tank level signal to the water system was received from Synergy Service Team. The price didn’t include installation or travel time. Discussion followed. Due to it being near the end of the fiscal year, the Board chose to wait until the next meeting to decide whether to purchase one unit or two units in this fiscal year.

Road Patch – Discussion was held regarding how much cold patch the Village should purchase from Suit Kote when they begin making it in Owego in a couple of weeks for participating municipalities. A motion was made by Trustee Consalvi to purchase up to six ton of cold patch, to be hauled for the Village by the Town, if possible, otherwise authorizing Doug Kirk to haul it for $75. The motion was seconded by Trustee Swartz. A vote was taken and Trustees Consalvi, Swartz and King voted aye. The motion was approved and carried.

Quotes for Streets – Marvin was advised that he still needs to obtain quotes to pave Park Drive and Jackson Street. Suggested companies to contact were Suit Kote, Vestal Asphalt and Spencer Paving.

Employee Evaluations - Mayor Sparling will set up the schedule for employee evalutions that will be held on May 18th for Jan, Jean, Jim, Mike, and Damir, which will begin at 5:15 pm.

Broome-Tioga Auction – Discussion was held regarding participating in the annual Broome-Tioga Auction that is held on the second Saturday of September. Possible items to sell included the brush hog, the York rake, and a central air conditioner. Marvin was asked to compile a list for the Board’s approval.

Meter Mgmt/Storage Tank O & M Training – A motion was made by Trustee King, seconded by Trustee Consalvi, to allow Marvin to attend a Meter Management/Storage Tank O & M Training Course in Syracuse on June 10th for a cost of $36.00. A vote was taken and Trustees King, Consalvi and Swartz voted to approve. So moved.

Quote to Remove Tree – A quote for $400 was submitted by Tony Barnhart of Tri-County Tree Service to remove a dead tree in front of 27 Stowell Avenue. Discussion was held regarding other dead/dying trees located on Church Street, as well. A motion was made by Trustee Consalvi, seconded by Trustee King, to approve the proposal submitted by Tony Barnhart to take down the tree for $400.00. A vote was taken and Trustee Consalvi, King and Swartz voted aye. The motion was approved and carried.

Relay for Life – A motion was made by Trustee King, seconded by Trustee Consalvi, to allow the Relay for Life event to be held at the Village ball field if the school budget fails to pass. A vote was taken and Trustees King, Consalvi and Swartz voted aye. So moved.

Hydrant Flushing – The Board approved hydrants to be flushed the week of May 10th with appropriate announcement in the Owego Pennysaver. Should the Pennysaver not be able to advertise in time, the hydrant flushing will be postponed until the week of May 17th.

There being no further business, the meeting adjourned at 7:47 pm.
