VILLAGE OF CANDOR BOARD OF TRUSTEES

Immediately following the close of the Annual Organizational Meeting, the regular meeting of the Village of Candor Board of Trustees was called to order by the Honorable Mayor Steven Sparling at 6:45 pm at the Village Hall, 138 Main Street, Candor, NY, on April 6, 2010.
Those in attendance included Trustees Nancy King, Mike Swartz, Gary Consalvi; Deputy Clerk Jean Dewey; Attorney Kurt Schrader: Florence Alpert; Coulter Heavenrich reporter for The Broader View; Jesse Disbrow, reporter for The Candor Chronicle. Absent were Trustee Chris Brown due to illness and Village Clerk Jan Swartz due to a previous commitment.
Minutes – A motion was made by Trustee Consalvi, seconded by Trustee King, to accept the minutes for the Public Hearing on March 16, 2010 as presented. A vote was taken, and Trustees, King, Consalvi and Swartz voted aye. So moved.

Old Business
Generator Information – There was nothing new to report as Trustee Brown was absent and was tabled till next meeting.
Proposed Park Regulations – Trustee King reported there were no updates.
Bridge Replacement – Mayor Sparling stated that the board members were in attendance at the public meeting on March 24th at the High School held by the New York State Department of Transportation to discuss the future of the lower bridge. The Mayor stated that the Village, Town and the School should work together to present their concerns. Mayor Sparling will get in touch with the Town Supervisor and the Candor School Superintendent to make a joint recommendation to the DOT. Also there is a possibility that the water main can be placed in the new bridge during construction at a cost to the village.
Road Salt – The board received an email from Public Works Marvin Roberts stating no salt was needed for next year. The board decided to order 60 tons of road salt and the salt to be delivered in at least two trips. A motion was made by Trustee Consalvi, seconded by Trustee Swartz, to purchase 60 tons of road salt. A vote was taken and Trustees King, Consalvi and Swartz voted aye. So moved.
Chlorine Injector Pump: Mayor Sparling authorized Public Works Marvin Roberts to purchase the back up Chlorine pump for $ 393.26 plus shipping (see quote from USABlueBook).
New Business:
2010 – 2011 Budget - The Board was in agreement with the 2010 -2011 budget. A motion was made by Trustee King, seconded by Trustee Consalvi to approve the 2010 – 2011 budget. A vote was taken and Trustees King, Consalvi and Swartz voted aye. So moved.
Library Roof: The Village received one proposal to replace the Library roof. The proposal was submitted by J.D.W. Enterprise in the amount of $7900.00. A motion was made by Trustee Consalvi, seconded by Trustee Swartz to accept the proposal from J.D.W. Enterprise and the work is not to exceed $7900.00.. A vote was taken and Trustees King, Consalvi and Swartz voted aye. So moved.
Library Doors: There are some doors that need to be replaced in the Library and Roy Yarrington wanted to know who will pay for the door replacements. Village Clerk is to contact Roy concerning the doors and ask him to attend the next meeting to give the board an update on the doors that need replacing.
Tree Plantings: Trustee King wants to ask the Village residents if they are interested in donating trees in memory/honor of others. Trees would be planted in the parks and along the bank on Stowell Ave. Trustee King will compose a letter to be included in the next water billing which will be the first of June.
Police Car: Officer Lazaric spoke to Mayor Sparling concerning the rust on the frame of the police car. The car was taken to Finger Lakes Fabricating for inspection. The repair will cost $1900.00 and give the car another 2 years of service. . A motion was made by Trustee Consalvi, seconded by Trustee King, to have Finger Lakes Fabricating repair the police car and the work is not to exceed $1900.00.. A vote was taken and Trustees King, Consalvi and Swartz voted aye. So moved.
Hand Rails on Village Hall Steps: Received a quote from Jeff Pettibone on replacing the hand rails. His quote was for $ 685.00. The board felt the quote was high and would like to get another quote.
Reports – Public Works Marvin Roberts’ report was sent to the Board members in an email.
Communications: Time Warner Cable letter stating the changes in some services that will go in effect on April 15, 2010.
NYSEG RGE provided information and material to ensure the safety of employees and the importance in calling Dig Safely New York at 811 or 1.800.962.7962.
NYMIR notified the Village of the proposed rate adjustments for 2010.
Round Table: Barb Fay called concerned about the pot holes on Jackson Street. Now that there is more traffic on the street you can’t miss the pot holes. Trustees Consalvi and Swartz will get with Marvin Roberts to take a look at the streets and report back.
At 7:30 PM Mayor Sparling made a motion, seconded by Trustee King and was approved by all to go into Executive Session to discuss a personnel matter that could require discipline and litigation received.
Deputy Clerk Dewey, Florence Alpert, Jesse Disbrow, and Coulter Heavenrich left the
meeting at 7:30 pm.
At 8.25 PM, Trustee Consalvi, seconded by Trustee King, made a motion to exit Executive Session, which was approved by all, and Florence Albert then re-entered the meeting.
There being no further business, Trustee King moved to adjourn the meeting at 8:25 PM. and was seconded by Trustee Swartz. Approved by all.
