VILLAGE OF CANDOR BOARD OF TRUSTEES

The regular meeting of the Village of Candor Board of Trustees was called to order at 6:55 pm by the Honorable Mayor Steven Sparling at the Village Hall, 138 Main Street, Candor, NY on April 5, 2011.

Those in attendance included Trustees Gary Consalvi, Nancy King, Mike Swartz and Chris Brown; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Attorney Kurt Schrader; and Public Works Marvin Roberts.

Minutes – Trustee Brown requested that it be noted that the money market that was in Tioga State Bank was closed in March and moved to Visions Credit Union for a better interest rate. She also wanted it noted that the executive session meeting scheduled for April 12th is for the discussion of employee appraisals. Trustee Brown then made a motion, seconded by Trustee Consalvi, to accept the minutes of the March 15th meeting as amended. A vote was taken and Trustees Brown, Consalvi, Swartz and King voted aye. The motion was approved and carried.

Annual Clean-Up Days – Discussion was held as to when the annual clean-up days would be held. A motion was made by Trustee Brown, seconded by Trustee Swartz, to hold them on June 10th from 8 am until 3 pm and on June 11th from 8 am until noon. A vote was taken and Trustees Brown, Swartz, King and Consalvi voted aye. So moved. Mayor Sparling asked that Marvin contact Jim Russell for his assistance on those days.

Listing of Potholes – Discussion was held regarding Trustee Consalvi’s listing of potholes and streets that need repairs. Marvin received a quote of $81.03 per ton of fiber-mix cold patch from Broome Bituminous, which would include free trucking. A motion was made by Trustee Brown, seconded by Trustee King, to authorize Marvin to purchase up to five tons of cold patch mix from Broome Bituminous for $405.15. A vote was taken and Trustees Brown, King, Consalvi and Swartz voted aye. So moved.

Streets – Discussion ensued with regard to the priority of streets that should be paved. It was decided that Maiden Lane, Water Street from the bridge to approximately 1/4 of the way down, and Academy Street from the stop sign to the school parking lot would be the first to be considered. Trustee Consalvi will contact Broome Bituminous to verify they’re still going to pave Bank and Griffin Streets this spring.

Inventory Status – When Marvin was asked about the completion of the inventory at the DPW garage, which was due by February 8th, he replied, "it’s coming."

John Deere Hood Status – Marvin reported that the replacement hood has been installed on the John Deere tractor.

Ballpark Well House Meter – Mayor Sparling asked the status of the installation of the new meter at the ballpark well house, and Marvin reported that he, George Seeley and Nick Thomas will work together to install it by the end of April.

Hydrant Flushing – Marvin will flush hydrants during the first week of May.

Emergency Generator - Mayor Sparling reported that Vacri Construction has received approval from Larson Design Group regarding their plans for the installation of the emergency generator; Vacri will soon order the generator. Discussion was held regarding the fencing, grading work, and the foundation pad that needs to be installed up to the elevation of the well house. Larson reported that these items will be add-ons to the cost of the generator project. Further discussion ensued and generator documents were reviewed to determine whether this would be at the Village’s expense.

Village Property on Humiston Street – The school has reported it has an interest in purchasing the property on Humiston Street in which the abandoned well house is located. Discussion followed. The consensus of the Board is that there is no interest in selling the property at this time.

Snow Removal at the School – The school plowed snow onto the split rail fence that borders the Village property at Moyer Park and the school parking lot throughout this past winter. As a result, the fence was destroyed. The Village will contact the school and advise them to fix the fence and request that they not plow snow onto the Village property in the future.

Gas Cards – Dandy Mart no longer accepts Citgo credit cards. Discussion was held as to where the Village should obtain its gas and it was decided the Village would do business with the gas station located within the Village limits. A motion was made by Trustee King, seconded by Trustee Consalvi, to apply for fleet credit card(s) from Sunoco, located at the X-Tra Mart. A vote was taken and Trustees King, Consalvi, Brown and Swartz voted aye. The motion was approved and carried.

LGE Grant – Attorney Schrader is to contact Myra Fedyniak from the Department of State regarding questions he has on the SEQRA requirements for the grant.

Combined Services – Discussion was held regarding reviewing suggestions offered by the dissolution study committee by combining certain services, e.g., code enforcement and justice. The Board will discuss ideas with those personnel.

Insurance Rate Adjustments – NYMIR sent notification that commercial property rates will decrease 15% and automobile liability rates will decrease 10%.

There being no further business, the meeting adjourned at 7:45 pm.
