REGULAR MEETING
VILLAGE OF CANDOR BOARD OF TRUSTEES

After the Pledge of Allegiance, the regular meeting of the Village of Candor Board of Trustees was called to order by the Honorable Mayor Steven Sparling on March 2, 2010, at the Candor Village Hall, 138 Main Street, Candor, NY, at 6:30 pm.
Those in attendance included Trustees Chris Brown, Nancy King, Mike Swartz, and Gary Consalvi; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Attorney Kurt Schrader; Florence Alpert; and Coulter Heavenrich.
Minutes – Trustee King made a motion, seconded by Trustee Consalvi, to approve the minutes of the February 16th, 2010, as presented. A vote was taken and Trustees King, Consalvi, Swartz, and Brown voted aye. The motion was approved and carried.
Generator – Trustee Brown has been in contact with George Seeley regarding purchasing a generator for the Morrow Pump House, but she hasn't followed up. She will also apply to NYSEG for installation of gas service at that location.
Park Regulations – Trustee King is continuing to work on creating regulations for parks use. She'll also contact the Candor Youth Commission regarding use of the little league park for occasional dog shows/demonstrations.
Elections – Annual Village elections are scheduled for March 16th, from noon until 9 pm at the Village Library. Two trustee seats, the mayor's position, and the justice position will be on the ballot.
Door Tags – The Clerk asked permission to have Marvin place door tags on properties that are in violation of not having their sidewalks cleared on the deep snow a week after the last storm. The door tags cite Section 5 of Local Law #1 of 1997 in which it states it's the owner's/occupant's responsibility to promptly remove accumulations of snow and/or ice, and also advised them they would have 24 hours to be in compliance or they would be issued an appearance ticket. The Board was in agreement.
Census on Line – Trustee Consalvi suggested putting a notice in with the next water billing to encourage our community members to participate in the 2010 census as it's one of the shortest in history ~ just 10 questions that take about 10 minutes to complete.
Discussion followed. The Mayor is presently working on a newsletter and this information could be included with it.
Postal Service Cut-Back – The government is considering cutting back mail delivery from 6 days a week to 5 days a week. If Saturday delivery is discontinued, the no parking signs by the post office will have to be changed, as the parking limitation is concurrent with the post office's open hours.
Budget Hearing – Trustee Brown made a motion to schedule the Public Hearing for the 2010-2011 budget for March 16th at 6:30 pm with the regular meeting to follow. The motion was seconded by Trustee Consalvi and a vote was taken. Trustees Brown, Consalvi, Swartz and King voted aye. The motion was approved and carried.
Edge of Thyme – A congratulatory letter will be sent to the Edge of Thyme for their being recognized as the best rural bed and breakfast.
Reports – The Justice report was reviewed, which showed check number 651 was issued to the Village for $2,310.00 for the January fines and forfeitures collected. A motion was made by Trustee Consalvi, seconded by Trustee King, to accept the Justice report as submitted. A voted was taken and Trustees Consalvi, King, Brown and Swartz voted aye. So moved.
Snow Removal List - Florence Alpert suggested the Board contact the school to obtain a listing of students willing to shovel residential walks after snow storms. This listing could then be enclosed with water bills, for example, for the residents to be able to make contact if they needed their sidewalk and/or driveway shoveled.
Dissolution Study Committee Meeting – Mayor Sparling announced that Bill Klish, the chairman of the Johnson City Dissolution Study Committee, is scheduled to be at the next Candor meeting on Monday, March 8th.
There being no further business, the meeting adjourned at 7:00 pm.
