The regular meeting of the Village of Candor Board of Trustees was called to order by the Honorable Mayor Steven Sparling at 6:32 pm at the Village Hall, 138 Main Street, Candor, NY, on March 16, 2010.
Those in attendance included Trustees Chris Brown, Gary Consalvi, Nancy King, and Mike Swartz; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Public Works Marvin Roberts; Florence Alpert; Coulter Heavenrich, reporter for The Broader View; Jesse Disbrow, reporter for The Candor Chronicle; and Steve Winkley, Source Water Protection Specialist from NY Rural Water Association.
Minutes – A motion was made by Trustee Brown, seconded by Trustee Consalvi, to accept the minutes of the March 2, 2010, meeting as presented. A vote was taken and Trustees Brown, Consalvi, King and Swartz voted aye. The motion was approved and carried.
A motion was then made by Trustee Consalvi, seconded by Trustee Brown, to accept the minutes of the March 9, 2010, meeting as presented. A vote was taken and Trustees Consalvi, Brown, King and Swartz voted aye. The motion was approved and carried.
Generator Information – Trustee Brown advised the Board that she has applied for gas service for the ballpark well generator. A bid from Blanding Electric was reviewed and briefly discussed. The Mayor suggested that consideration be made for bids from companies that offer state contract pricing. He also suggested that the use of propane be considered in lieu of natural gas. Discussion followed.
Rural Water Association Update – Steve Winkley presented a brief update since he last met with Candor residents in December, e.g., visiting the area; mapping aquifers in the Catatonk Creek Valley; and devising protection strategies so he can provide options and possibilities to protect the Village’s wells. The need for a water emergency back-up plan
was discussed and Trustee Brown will forward to Mr. Winkley the draft model she has created. In addition, Mr. Winkley offered to investigate grant opportunities for the purchase of a back-up generator for the Morrow Pump House. Mr. Winkley left the meeting at 6:46 pm.
Proposed Park Regulations – Trustee King continues to work on creating park regulations. She also advised the Board that she has talked to Angela Hartman from the Candor Youth Commission regarding obtaining a schedule of when the Little League Field will be used by the Youth Commission. Additionally, Trustee King asked Mrs. Hartman if the Little League field could be utilized for dog demonstrations at some future point, and Mrs. Hartman indicated there was no problem as long as there wasn’t a conflict in the schedule with the Little League.
Dissolution Study Grant – Mayor Sparling indicated that he had received confirmation from Rachel Selsky, Planner & Economic Development Specialist from Camoin Associates, that she had sent the Village’s grant application to the State before the deadline date.
Dissolution Study Member – Because Teresa Twarz was selected as a Town member for
the dissolution study and she has since moved into the Village, the Mayor announced that he had asked Skip Jackson to take that position. Discussion followed.
Lower Bridge – New York State Department of Transportation will hold a public meeting on March 24th at 7:00 pm at the High School Auditorium to discuss the future of the lower bridge.
Spring Clean-Up Days – June 4th from 8 am – 3 pm and June 5th from 8 am – noon. Announcements will be included in the next water billing.
Summer Help – Discussion was held regarding hiring summer help from June through August. A motion was made by Trustee Brown, seconded by Trustee King, to approve hiring summer help for up to 20 hours per week during the summer at $9.00/hour. A vote was taken and Trustees Brown, King, Swartz and Consalvi voted aye. So moved.
Gator’s Pub Unclaimed Property – Discussion was held regarding the unclaimed property that the Village has acquired through the demolition of Gator’s Pub, including several bricks, a central air conditioning unit, and a solid wooden door. It was decided the air conditioning unit and the door will be advertised for bids.
Road Salt – Discussion was held regarding how much road salt should be purchased for next winter as the deadline for the state contract pricing is April 21st. Tabled.
Chlorine Injector Pump – Marvin advised the Board that a back-up chlorine injector pump should be purchase for Ward’s Well. He can purchase one from USA Blue Book for $437, but he suggested the current one be sent back to be rebuilt. Discussion ensued. A motion was made by Trustee Brown, seconded by Trustee Swartz, to authorize Marvin to purchase a chlorine injector pump for $437 from USA Blue Book. A vote was taken and Trustees Brown, Swartz, Consalvi and King voted aye. So moved.
Reports – The financial and justice reports were reviewed. The justice report showed that $7,145 was collected in fines and forfeitures for the month of February 2010 and check #652 was received by the Village Clerk in that amount on March 10, 2010. A motion was made by Trustee King, seconded by Trustee Swartz, to accept the justice report as submitted. A vote was taken and Trustees King, Swartz, Consalvi and Brown voted aye. The motion was approved and carried.

A motion was made by Trustee King, seconded by Trustee Brown, to approve payment of the bills as presented. A vote was taken and Trustees King, Brown, Swartz and Consalvi voted aye. The motion was approved and carried.
There being no further business, the meeting adjourned at 7:15 pm.
