REGULAR MEETING
VILLAGE OF CANDOR BOARD OF TRUSTEES
138 MAIN STREET, CANDOR, NY
JANUARY 5, 2010

The regular meeting of the Village of Candor Board of Trustees was called to order at 6:30 pm on January 5, 2010, by the Honorable Mayor Steven Sparling at the Village Hall, 138 Main Street, Candor, NY.

Those in attendance included Trustees Chris Brown, Gary Consalvi, and Nancy King; Clerk Jan Swartz; Deputy Clerk Jean Dewey; The Candor Chronicle reporter Jesse Disbrow; Florence Alpert; and Donald Slater. Attorney Kurt Schrader was absent due to illness.

Minutes – A motion was made by Trustee Consalvi to approve the minutes of the December 15, 2009, meeting as presented. The motion was seconded by Trustee King. A vote was taken and Trustees Consalvi, King, and Brown voted aye. The motion was approved and carried.

Dissolution Study Committee – Mayor Sparling announced that Frank Musgrave has accepted a position on the dissolution study committee, bringing the total of Village residents as committee members to five (these include Jerry Ahart, Gwen Isham, Fred Quinlan, Bob Houck, and Frank Musgrave), and one town resident (Teresa Twarz). Discussion was held regarding limiting the number of committee members to seven rather than the previously agreed-to number of nine members. The Board was in agreement with this change. Mayor Sparling will secure one additional town resident as a committee member by the next Board meeting.

Water Shut-off Date – All water accounts that remain unpaid will have their water service disconnected on Tuesday, January 19th.

Budget Workshop – Discussion was held regarding when to begin the annual budget workshop meetings. The first one will be held on January 26th at 5:30 pm.

Resignation – Fred Martinez sent an e-mail to the Clerk and the Mayor on this date advising he was resigning his position as Trustee, effective immediately. Discussion was held. The Board determined they wanted him to sign and date the resignation to make it official. The Mayor will contact him and request that he do so.

Rural Water Association Meeting – Discussion was held regarding the meeting that Steven Winkley recently held at the Town Hall. He will send the Village a follow-up report within the next several weeks.

Reports – The Code Enforcement and Justice reports were reviewed. The Justice report showed $970. was collected in fines and forfeitures for November 2009, and the Village Justice issued check #646 in that amount to the Village Clerk on December 22, 2009. A motion was made by Trustee King, seconded by Trustee Consalvi, to accept the Justice report and the Code Enforcement report as submitted. A vote was taken and Trustees King, Consalvi, and Brown voted aye. The motion was approved and carried.

Communications – A notice was received from Time Warner Cable indicating that effective February 1, 2010, monthly rates would be increasing.

Intersection of 96 & Main Street – No update has been received.

Coal Barn Parking – Trustee King talked to Sherry Haner about the parking problem that occurs during the food pantry give-away on Wednesdays. Sherry will meet with her committee and try to determine a new parking pattern and/or stagger when people can come in to get their food so there will be less of a parking congestion problem.

Website – Trustee King talked to Darlene Cobler regarding Village information appearing on the Town’s website. A question had arisen as to why the laws aren’t there, but if the site is accessed correctly, the laws do appear.

Bridge Report – Trustee Consalvi will continue to check with NYS DOT to find out when the report on the condition of the lower bridge is available.

There being no further business, the meeting adjourned at 6:53 pm.
