PUBLIC HEARING
VILLAGE OF CANDOR BOARD OF TRUSTEES

A Public Hearing for the purpose of presenting a dissolution plan for the Village of Candor was held at the Candor Fire Hall, 74 Owego Road, Candor, NY, on January 26, 2011, commencing at 6:30 pm.
Those in attendance included Mayor Steve Sparling; Trustees Chris Brown, Mike Swartz, Nancy King, and Gary Consalvi; Attorney Kurt Schrader; Clerk Jan Swartz; Jaime Saunders, Research Associate from the Center for Governmental Research; Wade Beltramo, Counsel for the New York Conference of Mayors; Larry and Joan Meddaugh, reporters for The Candor Statement; Sue Heavenrich, reporter for The Broader View; Jesse Disbrow, reporter for The Candor Chronicle; and several members of the Village and Town of Candor.
Mayor Sparling introduced Jaime Saunders and Wade Beltramo to the audience and then gave the floor to Jaime.
Jaime Saunders presented overviews of the dissolution plan as composed by the Village Dissolution Study Committee. She also explained what changes would happen if the Village were to dissolve as well as what was determined to be the best path forward. This was a three phase process resulting in the What Exists Report, the Options Report, and the Dissolution Plan. An opportunity to ask questions was then given.
Frank Musgrave read from a prepared statement that denoted several items of concern he had should the Village dissolve.
Wade Beltramo introduced himself and presented his forum on dissolution. One of his primary targets was AIM funding and his unease as to whether the State of New York would be able to continue to provide that incentive for future years to Towns as a result of Villages dissolving. He pointed out that Village dissolution is a Town issue, as the Town must determine how services are going to be provided should the Village dissolve. Questions and concerns came from the audience to which Wade responded.
Florence Alpert read from a prepared statement noting the Town Board’s decision to not sign any of the Memoranda of Understanding that the Village Board had presented to them for consideration, as well as other opinions and concerns regarding dissolution.
Many comments were then offered from audience members stating their displeasure of the dissolution petition and their general satisfaction with the Village government, particularly with the DPW and Police Departments.
The Public Hearing closed at 9:00 pm.
