REGULAR MEETING
VILLAGE OF CANDOR BOARD OF TRUSTEES

DECEMBER 1, 2009
After the Pledge of Allegiance, the regular meeting of the Village of Candor Board of Trustees was called to order at 6:30 pm by the Honorable Mayor Steve Sparling.
Those in attendance included Trustees Chris Brown and Gary Consalvi; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Public Works Marvin Roberts; and Attorney Kurt Schrader. Trustee Nancy King was absent due to illness; Trustee Fred Martinez was absent due to unknown circumstances.
Minutes – A motion was made by Trustee Consalvi, seconded by Trustee Brown, to approve the minutes of the November 17, 2009, meeting as presented. A vote was taken and Trustees Consalvi and Brown, as well as Mayor Sparling, voted aye. The
motion was approved and carried.
Dissolution Petition – A copy of a letter sent to David O’Konsky was reviewed which stated that the Clerk had reviewed the submitted petition to dissolve the Village of Candor and determined that it was invalid.
Florence Alpert entered the meeting at 6:32 pm.
Dissolution Study Committee – A motion was made by Trustee Consalvi, seconded by Trustee Brown, to form a dissolution study committee even though the submitted Petition had been found invalid. A vote was taken and Trustees Consalvi and Brown,
as well as Mayor Sparling, voted aye. The motion was approved and carried.
Lists of names had been submitted to the Mayor by the Trustees as suggestions for dissolution study committee members. Discussion followed. Fred Quinlan has agreed to serve on the committee and Gwen Isham has volunteered, as well.
Attorney Kurt Schrader entered the meeting at 6:35 pm.
Other names were considered, and Mayor Sparling will review the list and contact some of them to determine whether they’re willing to serve on the dissolution study committee.
Jesse Disbrow entered the meeting at 6:36 pm.
Coal Barn – Trustees Martinez and Consalvi inspected the area near the coal barn and the adjacent house that’s created a concern due to the traffic congestion on Wednesday afternoons when the food pantry is open. Trustee Consalvi presented a diagram of a possible solution to prevent the congestion. Extensive discussion ensued. Mayor Sparling is to ask Damir to work during Wednesday afternoons to assess the situation and offer suggestions.
New York Rural Water Association - Steve Winkley, Source Water Protection Specialist for NYRWA, has set up a source water protection workshop on December 17th at the Town Hall at 7:00 pm.
Intersection Study – No response has been received from the NYSDOT office in Binghamton regarding the status of the promised intersection study for Main & Owego Streets. Mayor Sparling will contact David Ligeikis, safety engineer, for NYSDOT.
Hamill Easement – A short discussion was held regarding the easement for the Hamill property on Water Street. It will be tweaked and sent to Ralph Nash, attorney for the buyer, for review and approval.
December 1, 2009 Minutes
USDA Grant/Loan Program – Mayor Sparling discussed some issues that came up while attempting to complete the grant/loan application and advised the Board that he was interested in retaining Larson Design Group as the water engineering firm the Village would hire to assist in the endeavor. It was agreed the project would have to be scaled
back from the original intent to make it more affordable for the Village.
Voice Your Choice – Discussion was held regarding which energy supplier should be used. Bills for the pump houses will be compared from last December to this December to help in making a decision.
Authorization to Open Savings Account – A motion was made by Trustee Brown, seconded by Trustee Consalvi, to open a savings account at Tioga State Bank for the Water Fund Capital Fees. A vote was taken and Trustees Brown and Consalvi, as well as Mayor Sparling, voted aye. The motion was approved and carried.
Authorization to Add Deputy Clerk as Authorized Party – A motion was made by Trustee Brown, seconded by Trustee Consalvi, to add Jean Dewey, Deputy Clerk/Treasurer, as an authorized party to establish accounts on behalf of the Village of Candor for banking purposes. A vote was taken and Trustees Brown and Consalvi, as well as Mayor Sparling, voted aye. The motion was approved and carried.
NYMIR Recommendations – The loss control survey recommendations from NYMIR indicated only three minor items: (1) have the furnace in the library inspected for its jurisdictional inspection by Hartford Steam Boiler; (2) replace the light bulb in the exit stairway from the basement meeting room in the library; and (3) add more wood mulch beneath the playground equipment at Moyer Park. The first two items will be taken care of immediately, and the third item will be done in the spring.
Christmas Lights – Marvin was asked to get the Christmas lights up soon and he agreed.
Lower Bridge – Trustee Consalvi reported that he and Trustee Martinez had inspected the underside of the lower bridge and discovered how bad its condition is. The State DOT has indicated that repairs to it have been moved back to 2012 or 2013, but Trustee Consalvi felt strongly that it needs to be repaired well before that timeframe. He will contact DOT to impress upon them the Village’s concern with the condition of the bridge.
DPW Report – Marvin gave a brief report on painting of the hydrants and the repair of the plow Truck. He’s to check with Kevin Noble regarding whether there’s a need for a cover for the salt pile.
Trench Box – Discussion was held regarding whether to rent or purchase a trench box. Marvin is to get more information.
Coal Barn Electrical Repairs – Payment to Rick Parker is still being withheld for the electrical repairs he did to the coal barn until an electrical inspector certifies his work.
There being no further business, the meeting adjourned at 7:38 pm.
