REGULAR MEETING
VILLAGE OF CANDOR BOARD OF TRUSTEES
138 MAIN STREET, CANDOR, NY
November 2, 2010

After the Pledge of Allegiance, the regular meeting of the Village of Candor Board of Trustees was called to order by the Honorable Mayor Steven Sparling at 6:30 pm at the Village Hall, 138 Main Street, Candor, NY, on November 2, 2010.

Those in attendance included Trustees Nancy King, Mike Swartz, Gary Consalvi and Chris Brown; Clerk Jan Swartz; Deputy Clerk Jean Dewey; Attorney Kurt Schrader; Public Works Marvin Roberts; and Village residents Florence Alpert and Terry Consalvi.

Minutes – A motion was made by Trustee Swartz, seconded by Trustee Brown, to approve the minutes of the regular meeting held on October 19th meeting as presented. A vote was taken and Trustees Swartz, Brown, Consalvi and King voted aye. The motion was approved and carried.

A motion was then made by Trustee Consalvi, seconded by Trustee Swartz, to approve the minutes of the Special Meeting held on October 27th as presented. A vote was taken and Trustees Consalvi, Swartz, and Brown voted aye. Trustee King abstained as she was absent from that meeting. The motion was approved and carried.

LGE Grant Update – Mayor Sparling has been in contact with representatives regarding the paperwork for the grant for the dissolution study. LGE then e-mailed documents for the Mayor to sign and return, but the documents couldn’t be opened due to a security code associated with them. He has advised them of the problem and LGE will re-send the documents.

Winter Newsletter – The winter newsletter sent with the water bills last year was reviewed for any changes and/or additions. Trustee Consalvi then made a motion to send the same formatted letter with the December water billing. Trustee King seconded the motion and a vote was taken. Trustees Consalvi, King, Brown and Swartz voted to approve the mailing.

Well Head Protection Project

– Mayor Sparling has been in contact with Steve Winkley regarding his progess on the well head protection project, but Mr. Winkley had no update at this time as he’s currently working on a couple of other projects ahead of this one.

Generator Bid – A legal notice has been published for the standby generator project for the Morrow Pump House. Additionally, copies were faxed to four separate vendors on October 28th. The bid opening is scheduled for November 16th, but as of this date, no requests have been made for a copy of the bid package.

Water Project Grant – Greg Cummings from Larson Design Group advised that funding from Rural Development for grant applications is extremely backed up, and he felt there was no point in applying at this time. He also indicated that it appeared that the interest rates are expected to drop again, making it more worthwhile to apply at a later time.

Skate Park – Trustee King reported that she had been in contact with Senator Schumer’s Office regarding grant funding for the skate park. His office acknowledged the request, but noted that they would respond at a later date.

Pickup Truck – When the pickup truck was taken to Finishline for inspection, it was found to be in need of ball joints and tie rods. With these repairs, having it serviced and inspected, the bill came to $1,157.83, an amount over the $250 limit that Marvin is authorized to approve on his own. A motion was made by Trustee Consalvi, seconded by Trustee Brown, to approve the additional expense of the repairs. A vote was taken and Trustees Consalvi, Brown, Swartz and King voted aye. The motion was approved and carried.

Public Hearing – CGR recently discovered that task 7 of the requirements associated with the dissolution study grant indicated that a public hearing is required for public comment on the Final Dissolution Study Report, the Draft Dissolution Plan, and Alternatives to Dissolution and that needed to be published prior to said meeting. The next dissolution study meeting is scheduled for November 8th at 7 pm; the Clerk will attempt to have the legal notice published in The Candor Chronicle on time.

Abandoned/Unregistered Vehicles – Two unregistered vehicles have recently been dropped off at the property located at 47 Stowell Avenue; one vehicle is a van that’s been involved in an accident, while the other is a chassis of an old car. The neighbor would like them removed. The Clerk will advise Mike Katchmir of the situation.

Building Foundation – When the shrubs were recently removed from the north side of the Village Hall, a crack in the foundation became more evident, even though it has been there for a few years. When the crack was first discovered, Mark Bishop examined it and found that it was causing no problems at that time. Mayor Sparling will contact Mark and ask him to look at the crack again to determine if he has the same opinion of it at this time.

Winter Needs – Marvin reported that he’s installed the salt spreader on the dump truck for the season and it’ll remain there until next spring. He’s also checked the function of the plow and found it to be in working order and ready for the first accumulating snowfall. Jean will place the order for road salt within the next few days.
