Rules for Privilege of the Floor at Candor Town Board Meetings

A three minute time limit is set for each person for either Opening and Closing Privilege unless a Board member desires additional time for clarifications or questions.

Repeated refusal to follow the Rules of Privilege of the Floor will result in a loss of the privilege for "a to be determined period of time" based on the offense.

Privilege of the Floor is not a time for debate.

Character assassination of any individual will not be tolerated, and will result in loss of Privilege at that meeting.

It is recommended that requests for addressing the Town Board should be made by noon the day of the meeting; the specific topic to be addressed must be stated A sign in sheet will also be available to sign in prior to the meeting being called to order.

It is recommended that topics that fall within the responsibility of the Highway Department should be addressed to the Highway Superintendent apart from the Town Board Meeting.

It is recommended that topics that fall within the responsibility of the Code Enforcement Officer or Assessor first be addressed to them. If satisfaction is not reached, the individuals may then contact and/or meet with the Board Committee for Code Enforcement or the Assessor.

The Privilege of the Floor portion of the Minutes will reflect name, stating whether the individual is a resident of or owns property in the Town of Candor, and providing a brief, accurate summary of the individual’s statement.

Opening Privilege

The person will be addressing only the Board and shall (1) step forward to the podium, (2)clearly state their name, (3)whether they are residents of the Town of Candor or another town, and (4)the specific topic to be addressed. The concern will be stated in a short, clear, and concise manner. The individual may submit, in writing, any details to be considered at a later time by the Board.

At the sole discretion of the Board an individual can be held off until a specific agenda item.

A person can only sign up once for Opening Privilege of the Floor on a given meeting night.

Questions addressed to the Board may or may not be responded to, and should be directed to the Supervisor, who may either answer them or refer the questions to the town attorney, if present, or to a town board member. P31-32 of Town Law Manual. The Board is not obligated to answer any questions presented at the meeting. No person has the right to demand an answer to a specific question from a member of the board. Questions presented in writing will be responded to at a later time.

Closing Privilege

Individuals will participate by a show of hands, and will wait to be called upon.

When called upon, the individual will step to the podium and state their name and the specific Agenda item they wish to address.

Topics will be limited to Agenda items only.
