Candor Town Board Meeting September 28, 2010
The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Darlene Cobler called the meeting to order at 7:00pm with pledge to the flag followed by Clm. George Williams offering a prayer.
Present: Supervisor Darlene Cobler, Clm. Joseph Bish, Clm. Milton Dougherty, Clm. Dan Lindsay and Clm. George Williams.
Others present: Attorney Kurt Schrader, Code Enforcement Officer James Douglas, Highway Superintendent Kevin Noble and Town Clerk Connie Kulze.
Guest: 4 people from the public and 1 Press Representatives.
Privilege of the floor: Mr. Bart Smith addressed the Board on behalf of the American Legion. With Candor’s Bicentennial in 2011 the American Legion would like to expand the festivities by raising funds as much as possible. Town of Candor has always donated money to help out with the fireworks. Supervisor Cobler stated that now is the time to come forward because they are working on the 2011 Budget and would see if there are more funds available to help out.
M-101 Clm. Bish moved, seconded by Clm. Williams to accept the minutes of September 14, 2010 as presented to the Board. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
Supervisor Cobler stated receiving the Justice Report for the month of August with total amount being $8,678.00 and our share $1,753.00.
Judge Dence gave all paperwork for the Justice Audit to Supervisor Cobler.
Clm. Lindsay is reviewing Scott Smith & Son’s Employee Handbook as a guide to develop ours.
Att. Schrader was notified by DMV regarding the boat and trailer and public auction. Supervisor Cobler will be in touch with the owner of the land.
M-102 Clm. Dougherty moved, seconded by Clm. Bish to pay REAP what we had budgeted for the year 2010. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-nay and Williams-nay.
Clm. Lindsay stated that Highway Superintendent Kevin Noble has done some research on Waste Oil Furnaces and received 3 different quotes. Discussion was tabled until next meeting.
Highway Superintendent Kevin Noble stated last year during their inspection by Pesh it was brought to Kevin’s attention that all non-highway personnel will be required to attend a 3 hour training session on safety. Mr. Noble also reported that the bridge for Catatonk is complete and will be shipped out soon. Mr. Noble commented that they will be finishing the stone and oil this week.
Code Enforcement Officer James Douglas informed the Board that the State has adopted new Code books. There will be a course on October 13 regarding the changes which is being held in Cortland.
The Board decided to have their Budget Workshop on October 5th at 6:00pm being held at the Candor Town Hall. Clm. Lindsay suggested having Town Board Meetings every Tuesday night for the months of October and November.
M-103 Clm. Lindsay moved, seconded by Clm. Williams to meet every Tuesday night for the months of October and November. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
Beginning in 2011, where the Department of Taxation and Finance determines that a homeowners’ income is greater than $500,000. The property will no longer be eligible for Basic Star.
M-104 Clm. Bish moved, seconded by Clm. Williams to go into Executive Session at 8:40.
M-105 Clm. Lindsay moved, seconded by Clm. Williams to come out of Executive Session at 9:46. Vote: Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. Supervisor Cobler was excused.
M-106 Clm. Dougherty moved, seconded by Clm. Lindsay to adjourn the regular meeting at 9:47.
