Candor Town Board Meeting September 22, 2009

The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Terry Collins called the meeting to order at 7:00pm with pledge to the United States Flag and Councilman Milton Dougherty offered prayer.

Present: Supervisor Terry Collins, Clm. Darlene Cobler, Clm. Milton Dougherty and Clm. Dan Lindsay and Town Attorney David Weber. Clm. Bish was excused from the meeting.
Others present: Highway Superintendent Kevin Noble, Code Enforcement Officer James Douglas and Town Clerk Connie Kulze, 10 people from the public and One Press Representative.

Supervisor Collins congratulated Clm. Cobler for success in the Republican Primary.

Privilege of the floor: Village Mayor Steve Sparling requested help from the Town Highway Department in trucking out the millings from Foundry Street and Railroad Avenue, which are located in the Village. Supervisor Collins stated that he would add this to New Business later on in the meeting.

Minutes of the September 8th meeting were reviewed by the Board and corrected.
M-104 Clm. Cobler moved and was seconded by Clm. Dougherty to accept the minutes as corrected. Vote – 4 ayes, 0 nays and 1 absent.

Supervisor Collins reported receiving a Project Table from REAP which was broken down into Funded, Benchmarked and REAP Involvement categories.

C-19 COG reported they voted on using $150,000.00, which was in the Reserve Fund to off set the increase on Workman’s Compensation. Blue Cross Blue Shield Health rates have increased 20% from last year. COG had a conference call with a Care Management Firm, which provides an expert advocate who will be proactive in navigating medical situations that will lead to the best in class care, shortest recoveries and best outcomes. From a financial standpoint if BCBS works with the Care Management Firm the outcome should be lower claim costs, which saves money.

Attorney Weber reported that there has been no decision on the Darlington case. Also stated that County Attorney Mark Dixson wants to meet with other Highway Superintendents regarding the Gas Drilling that will be taking place. DEC will be releasing the dSGEIS hopefully by the end of October.

Highway Superintendent Kevin Noble reported that the Patch Truck is up for sale through the on-line auction, which will end at 6:00pm on the 13th of October. Mr. Noble also presented to the Board the 2009-2010 Salt prices that had an increase of $1.52/ton. Mr. Noble recommended to the Board that we go with the State Bid.
M-105 Clm. Dougherty moved and was seconded by Clm. Cobler to accept the State Bid on Salt. Vote 4 ayes, 0 nays and 1 absent.

Supervisor Collins, Superintendent Noble and Clm. Cobler have been working on the budget for the upcoming year. There will be a Public Hearing on November 10th to present the preliminary budget. A decision was made to have a Budget Workshop on October 12th, starting with breakfast at Clm. Cobler’s house, Highway road trip at 9:00am followed by the Workshop held at the Town Hall at 1:00pm.

Code Enforcement Officer James Douglas reported that business is as usual with an exception of a few variances.

Village Mayor Steve Sparling took the floor earlier in the meeting requesting help from our Highway Department. He presented a written request asking for assistance in trucking materials during the re-pavement of Foundry Street and Railroad Avenue, which are located in the Village.
M-106 Clm. Dougherty moved and was seconded by Clm. Cobler to authorize the Highway Department to help out the Village with manpower and the use of trucks to haul the millings and hot paving material. Vote 4 ayes, 0 nays and 1 absent.

M-107 Clm. Lindsay moved and Clm. Cobler seconded to have the regular meeting adjourned at 7:48pm.
