Candor Town Board Meeting August 9, 2011
The Regular Meeting of the Candor Town Board was called to order at 7:00pm with pledge to the flag followed by prayer.
Present: Supervisor Darlene Cobler
Councilmen: Milton Dougherty, Joseph Bish, Dan Lindsay and George Williams.
Others present: Superintendent Kevin Noble, Code Officer James Douglas, Town Clerk Connie Kulze and Attorney Kurt Schrader.
Guest: 25 People from the public and 4 Press Representatives
M-90 Supervisor Cobler moved and seconded by Clm. Williams to go into Executive Session to discuss possible land issue at 7:03pm. Supervisor Cobler asked Bern Smith and Attorney Schrader to attend the Executive Session in the Conference Room. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
M-91 Clm. Williams moved and was seconded by Clm. Bish to come out of Executive Session at 7:29pm. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. Clm. Lindsay and Attorney Schrader joined the Regular meeting at 8:02pm.
M-92 Clm. Bish moved and was seconded by Clm. Williams that the Minutes of the July 12, 2011 Meeting of the Candor Town Board be accepted as corrected and corrected minutes be forwarded to the Board members and the Supervisor for publication on the Town website in a timely manner. Vote: Cobler-aye, Bish-aye, Dougherty-no, Lindsay-absent, Williams-aye
Town Clerk refused to omit comments from Privilege of the Floor. Clerk Kulze gave the Board a copy of the letter she received from Robert Freeman Executive Director from the Department of State Committee on Open Government stating the Board has no authority over her minutes as long as they are accurate.
Minutes of the July 26, 2011 Candor Town Board Meeting because the Board did not have at least a week to review the minutes. Tabled by Supervisor Cobler.
Supervisor Cobler stated reading the Candor Chronicle and the Pennysaver and felt they distorted the truth. Supervisor Cobler went on to mention all the good the Town Board has done and the money they have saved. She then moved on to Privilege of the Floor and stated the Board had passed a Resolution at the April 26, 2011 Bd. Mtg. regarding how the Clerk is to properly record Privilege of the Floor. The Clerk did not abide and that is the reason there was no Privilege of the Floor at the prior meeting. Supervisor Cobler went on to talk about the reassessment going on in the Town of Candor.

M-93 Clm. Williams moved and seconded by Clm. Bish to donate $1,000 to the Candor Emergency Squad to be paid from A1910.40. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
M-94 Supervisor Cobler moved and was seconded by Clm. Lindsay to accept the resignation of Virginia Dawson as 1st Deputy Town Clerk with regrets and appreciation for her years of service to the Town of Candor in that office. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
Monthly reports of the Town Clerk, Dog Control Officer, Assessor and Supervisor were presented to the Board and are filed with the Clerk.
Old Business:
New router Supervisor Cobler purchased a router from Unicorn Electronics and is up and running.
Postage Machine Court Clerk Craig will be purchasing a postage scale and will be doing her own mailing. Pitney Bowes contract is for 4 years with the Town of Candor having 3 years left on theirs. The Town of Candor may consider not renewing the contract when it comes due.
Roy Yarrington spoke to the Board regarding planting a tree in honor of the Town of Candor Bi-centennial.
M-95 Clm. Bish moved and was seconded by Clm. Williams to allow the planting of a tree by the Garden Club at the Candor Town Hall in honor of the Town of Candor Bi-centennial. The location and placement of the tree will be determined by Roy Yarrington of the Garden Club and Councilman Dan Lindsay, Chairman of the Buildings and Grounds Committee and reported to the Town Board for approval. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
Buildings & Grounds Committee Clm. Lindsay brought up the parking lot being sealed, it was left that Superintendent Noble would get 2 estimates on the parking lot one for just sealing and the other for a complete overhaul.
Japanese beetle traps will be picked up by Wayne Cobler and placed about around the Town Hall.
The Planning Board has completed the New Fee Listing.
Highway Superintendents Report:
a. Dale Wildenstein will be appointed as Working Foreman with an additional $0.50 hour raise.
b.Catatonk Bridge update went together easy, should be opened by middle of next week.
c.Farmers Insurance submitted a $900 bill for Guide Rails on Schumacher Road.
Clm. Lindsay asked Supt. Noble about replacing Dale Wildenstein on the Highway Crew and Mr. Noble stated they definitely will be and has already received several applications.
Code Officer James Douglas presented his monthly report to the Board and is filed with the Clerk. Supervisor Cobler mentioned a bill received from Sure Temp. Officer Douglas talked about working with the kids with Angel Group Work Camp and thoroughly enjoyed them he assisted them in building 5 sets of stairs. Mr. Douglas also noted that there are blue prints regarding tree placement around the Hall.
New Business:
Accounting Program Supervisor Cobler brought up purchasing a new accounting program for the Bookkeeper. Clm. Dougherty disagreed with her stating that it isnt that old and other Municipalities use the same program. He suggested that Bookkeeper Fenton should get more training.
Historian/Bi-Centennial Historian Carol Henry has spent her budget for the year and was wondering if there were any funds available.
M-96 Clm. Dougherty moved, seconded by Clm. Lindsay to pay Town Historian for mileage that exceeds 60 days stated in the Mileage Policy. This will be a onetime exception. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
M-97 Supervisor Cobler moved, seconded by Clm. Dougherty to transfer $1,000 from A3510.1.1.0.10 Dog Control Enumeration to A7510.4 Town Historian. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
General Government claims on Abstract #8 for 2011, numbers 211-232 in the amount of $44,764.16 were audited by the Board.
Highway Claims on Abstract #8 for 2011, numbers 159-184 in the amount of $66,739.46 were audited by the Board.
M-98 Clm. Bish moved and was seconded by Clm. Lindsay to adjourn the Regular Town Board Meeting at 9:15pm.
