Candor Town Board Workshop August 30, 2011The Candor Town Board met at the Town Hall for their Workshop, Supervisor Darlene Cobler called the meeting to order at 6:05. Present: Supervisor Darlene Cobler, Clm. Joseph Bish, Clm. Milton Dougherty, Clm. Dan Lindsay and Clm. George Williams. Clm. Dougherty presented to the Board a list of his suggestions for Rules of Privilege of the Floor. Supervisor Cobler passed out guidelines for Opening Privilege and Closing Privilege of the Floor along with suggestions from the Town Law Manual for public participation. Much discussion was had on Rules for Privilege of the Floor. It was decided that addresses should not be included in the minutes but have them only state what Town they are from. The three minute limit to the floor still stands unless a Board member desires additional time for clarification or questions. The Board also talked about unruly people taking privilege of floor and how to handle them. Issues that pertain to the Highway Department will be dealt with by the Highway Superintendent Kevin Noble. It was brought up that the Town Board has no authority over an elected official. Along the same line Attorney Kurt Schrader did explain to the Board that they have no authority over the Town Clerk for she too is an elected official, the Board only controls the purse strings. The minutes were brought up with much discussion regarding edits and corrections. As long as minutes are accurate and consistent there shouldn’t be any problems. Issues that fall under the Code Enforcement and Assessor should be directed to that particular committee member and brought before the Town Board only if action is to be taken. Workshop meeting ended at 8:50pm.
