Candor Town Board Meeting August 24, 2010
The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Darlene Cobler called the meeting to order at 7:00pm with pledge to the flag followed by Supervisor Cobler offering a prayer.
Present: Supervisor Darlene Cobler, Clm. Joseph Bish, Clm. Milton Dougherty, Clm. Dan Lindsay and Clm. George Williams.
Others present: Attorney Kurt Schrader, Highway Superintendent Kevin Noble and Town Clerk Connie Kulze. Code Enforcement Officer James Douglas was excused from the meeting.
Guest: 4 people from the public and 2 Press Representatives.
Supervisor Cobler started the meeting out with condolences to the Steve Gunther family. Steve was the Weltonville Fire Chief, Dispatcher for the Tioga County Sherriff’s Department, Farmer and a wonderful husband, father and friend. He will be greatly missed.
M-88 Clm. Dougherty moved, seconded by Clm. Bish to accept the minutes of the August 10, 2010 as presented. Vote-Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
Cobler reported on the August 10th Executive meeting in which they discussed selling a portion of the Mill Street Property. After the meeting the Board gave Supv. Cobler permission to accept and sign the purchase agreement offer from Denise Rose owner of Punk’s Place with $1,000 down payment, leaving a balance of $4,000.
Cobler announced that the Tioga Cty. Legislator appointed Eddy Hollenbeck from Newark Valley to fill Will Oberbeck’s position
Att. Kurt Schrader reported contacting DMV regarding the abandoned boat and trailer that was left on Jeff Ryan’s property.
Supv. Cobler stated signing and delivered the Shared Service Agreement to the County.
Supv. Cobler reported speaking with IT Tech Wm. Kulze regarding the Bookkeeper’s computer request. Kulze felt for under $100 increasing the ram and changing the port would be the 1st step. Kulze will be looking into the matter once he has the password for the Bookkeeper’s computer.
Supv. Cobler gave an update on the 90 day Prescription issues that James Douglas is dealing with and spoke of her talking with Amy Poff who is with the County Benefit Office.
Supervisor’s Report for the month of July was presented to the Board and filed with the Clerk.
Supv. Cobler spoke about the Dog Licensing changeover that will be taking place as of Jan. 1, 2011. We have received a sample law from the State in order to assist us in drafting our own. Tags, forms and several other things including fees need to be in order soon.
Supv. Cobler reported attending the Village dissolution meeting. Changes were made in the CGR report and it will be posted on the website. Citizen comment form will be placed around Town and also on the website. September 13 will be the next dissolution meeting which is open to the public for comments.
Superintendent Kevin Noble reported receiving the pricing from Chemung Supply Co. for the construction on Catatonk Bridge. All on State bid with the project being under $40,000. Noble stated visiting Horseheads to review their bridge construction. Superintendent Noble informed the Board of 2 Auctions coming up, Broome Tioga Auction and the Lansing Auction for him to get rid of the Excavator.
M-89 Clm. Dougherty moved, seconded by Clm. Bish to give Kevin Noble permission to purchase the Bridge Arch Culvert material he needs to do the job on Catatonk Bridge. Vote-Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
Superintendent Noble informed the Board that he will be renting an excavator to perform the work on the Catatonk Bridge.
Supv. Cobler filled in for James Douglas and gave his report on the Generator Maintenance Agreement. We apparently changed companies for maintenance we have two different companies maintaining the generator Cobler informed the Board that NYSERDA grant is moving right along.
Supv. Cobler stated that Clerk Kulze was contacted by an Attorney’s Office regarding a letter stating the acknowledgement of a burial on private property. The State Law says that up to three people may be buried on private property any more than that the parcel has to be deeded as a family cemetery.
The Town’s membership dues for the Association of Towns are $1,000 for the year 2011.
Justice Report was received with the Town’s share being $705.00.
Supv. Cobler reported attending the COG mtg. regarding health insurance with a possible 10% increase being the worse case.
Town Clerk’s desk is falling apart which needs to be replaced soon.
M-90 Clm. Williams moved, seconded by Clm. Lindsay to go into Executive Session at 7:58 to discuss employment history of a particular person and land transaction.
M-91 Clm. Bish moved, seconded by Clm. Lindsay to come out of Executive Session at 9:46pm. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
M-92 Clm. Bish moved, seconded by Clm. Lindsay to adjourn the regular meeting at 9:47pm.
