Candor Town Board Meeting July 28, 2009

The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Terry Collins called the meeting to order at 7:00pm with pledge to the United States Flag and Clm. Milton Dougherty offered prayer.

Present: Supervisor Terry Collins, Clm. Joseph Bish, Clm. Darlene Cobler, Clm. Milton Dougherty and Clm. Dan Lindsay. Others present: Code Enforcement Officer James Douglas, Highway Superintendent Kevin Noble, Town Clerk Connie Kulze, 20 people from the public including 3 gentlemen from the Tioga Town Board, 2 NYSORPS Representatives and 2 Press Representatives.

Don Weber from the New York State Office of Real Property Services gave a comprehensive presentation on the Fundamentals of Equalization Rates. Mr. Weber along with his Supervisor Kate answered several questions for the Board and the public. Supervisor Collins thanked them for their time and effort.

The regular Town Board meeting started at 8:08pm with reviewing the July 14th minutes. Corrections were made by the Board.
M-89 Clm. Cobler moved and was seconded by Clm. Dougherty to accept the minutes as corrected. Vote – 5 ayes and 0 nays.

C-12 Court Clerk Lynn Craig requested approval to attend the NYS Association of Magistrates Court Clerks 2009 Annual Conference in Albany in October. The total for the conference is $545 with the Village of Candor paying half of the cost. She also stated what the request for a grant was to be used for which the board already endorsed.

Supervisor Collins stated what Court Clerk Craig has received from these grants in the past. This year she is requesting funding for four Digital Color Weather-Proof IR Cameras with connections, programming and complete installation from United Alarms totaling $2996.00 for the exterior of the building. In addition the request will include funding for a multi-user license for the court program, assistance for updating old court cases and various office equipment.

Clm. Lindsay stated the Highway Complex Committee is still meeting with some progress being made.

Supervisor Collins asked Clm. Cobler how she was coming along with scanning of the School District Book. She stated that it would be finished this week.

Supervisor Collins asked Superintendent Noble to give a report on the happenings of the Highway Department.

Superintendent Noble informed the Board of a landowner on Honeypot Road claiming the Highway Crew removed survey pins three years ago when digging ditches. He is now requesting the Town pay for a new survey. The landowner bought the land on a Quit Claim Deed with no survey done at the time of sale. The information provided at the time the Deed was transferred is dated 1957 with the Town questioning whether it was a true survey. The Town Board will take no action.

M-90 Clm. Bish moved and was seconded by Clm. Dougherty to approve the CHIPS allocation of highway moneys. Vote 5 ayes and 0 nays.

Superintendent Noble gave an update on the Sterling 10 Wheeler. He stated they have received it back from Henderson Equipment with the sub member cross brace fixed, gussets and cracks welded. Superintendent requested an estimate from M&C Truck Bodies to replace the box of the 10 Wheeler. An estimate of $44,880 which included a Steel box painted with a new hoist, new valve and the installation cost.

Supervisor Collins asked Code Enforcement Officer Douglas to report to the Board. Mr. Douglas informed the Board that he would be conducting a plan review for a single family dwelling tomorrow. He also stated that NY Board of Fire Underwriters which have been in business for 200 years are closing their doors. A sign of the times Mr. Douglas said.

M-91 Clm. Dougherty moved and was seconded by Clm. Cobler to grant permission for Court Clerk Craig to attend the Magistrates Annual Conference this coming October. Vote 5 ayes and 0 nays.

M-92 Clm. Bish moved and Clm. Lindsay seconded to adjourn the regular meeting at 8:39pm.
