Candor Town Board Meeting June 9, 2009

The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Terry Collins called the meeting to order at 7:02pm with pledge to the United States Flag and Clm. Milton Dougherty offered prayer.

Present: Supervisor Collins, Clm. Cobler, Clm. Dougherty and Clm. Lindsay with Clm. Bish being excused. Others present: Code Enforcement Officer James Douglas, Highway Superintendent Kevin Noble, Town Clerk Connie Kulze, 7 people from the public and 2 Press Representatives. Code Enforcement Officer James Douglas arrived at 7:25.

Minutes of the May 26th meeting were presented, reviewed and corrected by the Board.
M-76 Clm. Dougherty moved and was seconded by Clm. Cobler to accept the minutes as corrected. Vote 4 ayes and 0 nays.

C-8 Supervisor Collins received the tentative 2009 State Equalization Rates. Candor's rate is down once again. Last year the rate was 7.12 with this year being 6.45. Several questions arose concerning to the drop and Clm. Dougherty informed us that he would be speaking to Denise Spaulding Candors Assessor to gather more information about the appeal process.

Supervisor's Monthly Report, Town Clerk's Monthly Report and Code Enforcement Monthly Report were presented to the Board and filed with the Clerk.

Clm. Lindsay stated there was nothing to report from the Highway Complex Committee at this time, but noted they are still meeting on a regular basis.

Clm. Cobler reported that the cost for the Web Site was well under what we authorized. Also informed the Board that Mike Hollenbeck will do the updates free of charge, which he stated would be his contribution to the Town. A big thanks goes out to Mike.

Superintendent Noble spoke on the Tire Program, which was a success. He reported that 700 tires plus scrap metal and tires on rims were brought in.

June 23 @ 7:00pm will be the hearing date for the Flood Damage Prevention Local Law. Copies will be maintained in the Clerk's Office for the public to view. A legal ad will be placed in the newspaper and posted on our Web site.

Clm. Cobler informed the Board and the Public that the Wireless Internet is up and running here at the Town Hall. She has asked Mr. Douglas to disable the password so it can be accessed. Mr. Dougherty will consult his son-in-law Mr. Lane to determine the affect of disabling the password.

Highway Superintendent Noble stated that the Weltonville guide rail was up and that it worked out well for the Town and for property owner Merton Hines. As for the Gravel Pit in Catatonk they have dug some more test holes and found some better gravel. Work Tioga approached Kevin whether other work could be done though this program for Candor. Kevin suggested cleaning up around the Town Barn and pressure washing the Town Hall.

M-77 Clm. Dougherty moved and was seconded by Clm. Cobler to allow Supt. Noble to utilize the Works Tioga workers. Vote 4 ayes and 0 nays

Code Enforcement Officer James Douglas spoke to the Board, public and the press regarding permits for swimming pools. Permits are required for pools 24 inch deep and deeper whether above or below the ground. Mr. Douglas also mentioned the hot tubs do fall under the criteria of pools if they are outside.

Supervisor Collins received a request for an ad in The Candor Statement. Clm. Dougherty made a motion to support the paper for another year the motion died due to the lack of a second. Supervisor Collins pointed out that we do not support any other paper and felt that we should support all of them instead of just one. Clm. Cobler tabled this issue until the next meeting asking that the other two local publications at the meeting provide the cost for like ads.

M-78 Clm. Lindsay moved and Clm. Cobler seconded to adjourn the regular meeting at 7:46pm.
