Candor Town Board Meeting June 23, 2009
The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Terry Collins called the meeting to order at 7:02pm with pledge to the United States Flag and Clm. Milton Dougherty offered prayer.
Present: Supervisor Terry Collins, Clm. Joseph Bish, Clm. Darlene Cobler, Clm. Milton Dougherty and Clm. Dan Lindsay.
Others present: Code Enforcement Officer James Douglas, Highway Superintendent Kevin Noble, Town Clerk Connie Kulze, 5 people from the public and 4 Press Representatives.
Public Hearing on Flood Damage Preservation Law #1 of 2009 was called to order at 7:04pm. Supervisor Collins stated that a few things have occurred since the Hearing was publicized. Code Enforcement Officer Douglas stated that sometime this summer the DEC would be distributing new flood maps. Supervisor Collins asked if anyone wished to be heard concerning the Law, no one had any comments. The Board decided to postpone the vote until the maps are received. No action was taken.
Minutes of the June 9th meeting were presented, reviewed and corrected by the Board.
M-79 Clm. Dougherty moved and was seconded by Clm. Cobler to accept the minutes as corrected. Vote – 5 ayes and 0 nays.
C-9 Tioga County Council of Governments (COG) minutes from May 2009 were received and presented to the Board.
C-10 A tentative listing of the Tioga County Foreclosures was received. The auction date will be the 1st Thursday of August.
Clm. Lindsay wanted everyone to know that the Highway Complex Committee is still meeting.
Superintendent Noble stated that the computer program that the Board approved will be installed either on the 27th or 28th of June. Superintendent Noble and Clm. Cobler will be attending a meeting together on July 14th at Cornell on Duties of the Highway Superintendent. Noble also told the Board that the Gravel Pit in Catatonk is going well and the blacktop was laid as the permit required.
Code Enforcement Officer Douglas will be attending an all day class Wednesday, June 24, 2009 on Flood Damage Program.
Clerk Kulze received 3 different notifications of local well drilling from the Fortuna Energy Inc. These wells will be located on Elmer Hill, Howard Hill and Cranes Nest Road. By law these companies are to notify the Town of future road use.
M-80 Supervisor Collins moved and was seconded by Clm. Dougherty to approve Denise Spaulding, Candor’s Assessor to attend a Seminar on Appraising in Ithaca on July 13-17, 2009. Vote – 5 ayes and 0 nays.
Superintendent Noble had requested 4 quotes on sealing the cracks in the parking lot & driveway at the Town Hall but only has received 1 quote so far. The Board decided to allow a couple more weeks for other quotes to come in.
July 28th Mr. Donald Weber from (ORPS) Office of Real Property Services has offered to give a presentation on equalization rates and in house revaluation. This presentation will be held at the Town Hall at 7:00pm during the regular Town Board meeting.
M-81 Clm. Dougherty moved and was seconded by Clm. Cobler to invite Mr. Weber to speak on the equalization rates and to invite the Town of Tioga as requested by Denise Spaulding. Vote – 5 ayes and 0 nays.
M-82 Supervisor Collins moved and was seconded by Clm. Dougherty to allow Clm. Cobler to scan the old school book at home for Mr. Robert Snyder who requested a copy of it with a charge of $.25 per page. Vote 5 ayes and 0 nays.
Supervisor Collins asked the other papers present if they had been able to obtain quotes on the cost of an ad similar to the one in the Candor Statement. They had no numbers for the Board at the time. Therefore, commitment to the Candor Statement for a yearly ad has been tabled again.
M-83 Clm. Bish moved and Clm. Lindsay seconded to adjourn the regular meeting at 7:47pm.
