Candor Town Board Meeting June 22, 2010
The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Darlene Cobler called the meeting to order at 7:00pm with pledge to the flag followed by Clm. George Williams offering a prayer.
Present: Supervisor Darlene Cobler, Clm. Joseph Bish, Clm. Milton Dougherty, Clm. Dan Lindsay and Clm. George Williams.
Others present: Attorney Kurt Schrader, Highway Superintendent Kevin Noble, Code Enforcement Officer James Douglas and Town Clerk Connie Kulze.
Guest: 11 people from the public, 2 Press Representatives, Kate Garbutt and Donald Weber from the Office of NYS Real Property.
Privilege of the floor: Sue Heavenrich spoke of her concerns with the Town Board Members not having a clear understanding of what Critical Environmental Area (CEA) designation means and how it fits within a SEQRA review and potential gas drilling.
M-65 Clm. Dougherty moved, seconded by Clm. Bish to accept the minutes of June 8, 2010 Town Board Meeting as corrected. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye.
Mr. Donald Weber from New York State Office of Real Property gave a presentation on the process of revaluation. Town Assessor would have to verify inventory and update pictures.
Supervisor Cobler spoke with Court Clerk Lynn Craig regarding grant money left over to purchase monitors. She was informed that there was $500 left.
Highway Superintendent Kevin Noble received an official letter stating an increase of $792 in CHIPS money. Mr. Noble also reported to the Board of the reconstruction being done on Back West Creek Road.
Code Officer James Douglas addressed the Town Board requesting to have the Planning Board review our existing Site Plan Review law to determine its usefulness. Since there is no Zoning Law here in Candor he feels this process would not stand up to challenge and takes more time for permits to be issued. Mr. Douglas also stated the Weltonville Fire Department was issued a permit today. Mr. Douglas received a letter from NYSDEC regarding the National Flood Insurance Program. Mr. Douglas informed the Board that he received the kennel equipment and it will be kept in the Town Truck. The Firework Permit is all set for our Independence Celebration with festivities set for July 3rd with a rain date of July 5th.
Closing Privilege of the floor: Mr. Robert Aman addressed the Board giving descriptions of how deep the Marcellus is and the distance between the drilling pads.
Closing Privilege of the floor: Ms. Carrie Kerr shared her thoughts on gas drilling. She feels it’s the Governments job to protect its citizens and feels the Town Board has failed to do their job.
M-66 Supervisor Cobler moved, seconded by Clm. Bish to go into Executive Session at 8:25 to discuss potential land transaction.
M-67 Clm. Bish moved, seconded by Clm. Lindsay to come out of Executive Session at 9:30pm.
M-68 Clm. Bish moved, seconded by clm. Lindsay to adjourn the regular meeting at 9:31pm.
