Candor Town Board Meeting May 12, 2009

The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Terry Collins called the meeting to order at 7:04pm with pledge to the United States Flag and Clm. Milton Dougherty offered prayer.

Present: Supervisor Collins, Clm. Bish, Clm. Cobler, Clm. Dougherty and Clm. Lindsay Others present: Code Enforcement Officer James Douglas, Highway Superintendent Kevin Noble, Attorney David Weber, Town Clerk Connie Kulze, 7 people from the public and 3 Press Representatives.

Privilege of Floor: Merton Hines took the floor with comments on the guiderail he took down. He also supplied the Town Board with pictures he had taken and requested that the posts be moved closer to the road. Superintendent Noble and Mr. Hines have come to a compromise and the work shall be completed within a couple months.

Minutes of the May 12th meeting were presented, reviewed and corrected by the Board.
M-71 Clm. Dougherty moved and was seconded by Clm. Cobler to accept the minutes as corrected. Vote 5 ayes and 0 nays.

Supervisor Collins addressed the Board and the public regarding the TING (Tioga Investigates Natural Gas) Steering Committee. The committee was developed to investigate the potential impacts and opportunities faced by the Public Sector from natural gas development and production. Our very own Martha Goodsell is the Tioga County Farm Bureau Representative.

Supervisor Collins met with Jim McFadden regarding the Tioga County Foreclosures and informed the public that the Towns and Villages have first chance at buying these properties. If the municipalities do not wish to buy then it goes to public auction.

Clm. Cobler stated that the official date for the Web Site to be up and running would be May 31st, 2009.

Highway Superintendent Kevin Noble informed the Board that the computer program he was authorized to purchase has been ordered. Mr. Noble also had some comments on the Catatonk Gravel Pit in which they have run into a large vein of clay, he stated that he hasn’t been able to get a hold of Mr. Aman who owns the property.

Code Enforcement Officer James Douglas reported that he has received a memo regarding Bishop Sheen Housing Foundation, which is a not-for-profit agency that administers home repair grant monies to low income families, persons with disabilities, veterans and seniors.

Mr. Douglas has compared the prices of two companies for the maintenance of our generator. He recommended to the Board to go with Marson Energy Company for it was $300 cheaper than the previous contract we had.

M-72 Supervisor Collins moved and was seconded by Clm. Cobler to grant permission for the signing of the contract with Marson Energy for the general maintenance on the generator. Vote 5 ayes and 0 nays.

Code Enforcement Officer James Douglas was notified by Tioga County Department of Social Services that they are working on streamlining their process for handling code violations. This meeting will be held on June 23, 2009 to review the system that they have devised. Mr. Douglas informed the Board he’s planning on attending.

Clm. Cobler informed the Board that she had purchased a Wireless-G Broadband Router for the Town Hall, which will enable people to access the Internet while in the Town Hall.

M-73 Clm. Bish moved and was seconded by Clm. Lindsay to reimburse Clm. Cobler for her purchase of the Broadband Router. Vote 5 ayes and 0 nays.

Robert Snyder of Etna, New York approached the Town Clerk regarding the historical book on the one room schoolhouse for the purpose of scanning. It was decided that it should not leave the building and the Board wanted the Clerk to get more information from Mr. Snyder.

Highway Superintendent Kevin Noble was asked to acquire a couple quotes on having the parking lot cracks sealed.

The hearing date for the Flood Damage Prevention Local Law has been tabled until the next meeting, which will give the Board time to review it.

M-74 Clm. Dougherty moved and was seconded by Clm. Cobler to authorize Supervisor Collins to sign the resolution supporting the reduction of tobacco advertising. Vote 5 ayes and 0 nays.

M-75 Clm. Bish moved and Clm. Lindsay seconded to adjourn the regular meeting at 8:03pm.
