Candor Town Board Meeting May 25, 2010
The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Darlene Cobler called the meeting to order at 7:02pm with pledge to the flag followed by Clm. George Williams offering a prayer.
Present: Supervisor Darlene Cobler, Clm. Joseph Bish, Clm. Milton Dougherty, Clm. Dan Lindsay and Clm. George Williams.
Others present: Attorney Kurt Schrader, Highway Superintendent Kevin Noble, Code Enforcement Officer James Douglas and Town Clerk Connie Kulze.
Guest: 6 people from the public and 1 Press Representative.
Supervisor Cobler thanked the Town Board for taking care of business while she was out of Town.
M-57 Clm. Dougherty moved, seconded by Clm. Bish to accept the Minutes of May 11, 2010 Town Board Meeting. Vote: Supervisor Cobler-abstained, Clm. Bish-aye, Clm. Dougherty-aye, Clm. Lindsay-aye and Clm. Williams-aye.
Justice Report for the month of April was received with the Town’s portion equaling $1,320.
Candor Town Board received 3 bids for the Town Hall mowing and the mowing of Candor Cemeteries. The lowest bid coming in at $50 per mowing/Town Hall and $4500/season for mowing the cemeteries from Dick Hoose with We Mow.
M-58 Clm. Williams moved, seconded by Clm. Bish to accept Dick Hoose’s bid for mowing the Town Hall at $50 each time and $4500 a season for the Candor Cemeteries. Vote: Supervisor Cobler-aye, Clm. Bish-aye, Clm. Dougherty-abstained, Clm. Lindsay-aye and Clm. Williams-aye.
Clm. Lindsay stated he spoke with Lieutenant Anderson regarding the littering of the County Recycle Trucks. The Recycle Company has been notified of the problem.
Supervisor Cobler stated a decision must be made on the Mill Street property and will be discussed during the next Board meeting.
Clm. Lindsay publicly thanked Clm. Williams for all the foot work he put into getting the bids for the mowing.
Supervisor Cobler announced that TING has a final version of guide lines and steps to take for Municipalities dealing with the Oil & Gas Companies coming into the area.
Superintendent Noble mentioned he will be touring different gas well sites and roads in Pennsylvania along with other Superintendents and Attorneys on June 3rd, departing at 8:00 from Owego.
Superintendent Noble informed the Board that the lower half of the excavator is not working. Mr. Noble talked to the Town’s bookkeeper to see how much money was available to purchase a new excavator to replace the 1990 one.
Superintendent Noble commented that he has been in touch with Mr. Raymond Maratea on Schumacher Road regarding his driveway and drainage problems.
Code Enforcement Officer Douglas will be attending more training next month and stated he is still waiting to hear from the State on the Solar Grant.
Mr. Don Weber from Real Property Services will be attending our June 22nd meeting to talk about full revaluation and stated that Assessor Spaulding is capable of doing the job herself.
Supervisor Cobler received paper work on the Tentative Equalization Rate for our Town which is 7.35 for the year 2010.
Supervisor Cobler printed a summary that provides a quick overview of people visiting the Candor Web Site. Mrs. Cobler also brought up relocating a monitor and adding one to our security system. Clm. Dougherty suggested just adding additional ones instead of moving one. Mr. Douglas commented talking to Court Clerk Craig to see if there is any money left over from the grant she received to purchase additional monitors.
Closing Privilege of the floor: Mr. Robert Aman addressed the Board informing them of a Soil & Water Division meeting he attended which discussed New York State Budget cuts, one being the State not paying taxes for State Land.
M-59 Clm. Bish moved, seconded by Clm. Lindsay to adjourn the meeting at 7:35.
