Candor Town Board Meeting May 11, 2010

The Candor Town Board met at the Town Hall, 101 Owego Road. Deputy Supervisor Joseph Bish called the meeting to order at 7:00pm with pledge to the flag followed by Clm. Milton Dougherty offering a prayer.

Present: Deputy Supervisor Joseph Bish, Clm. Milton Dougherty, Clm. Dan Lindsay and Clm. George Williams. Supervisor Darlene Cobler was excused.
Others present: Attorney Kurt Schrader, Highway Superintendent Kevin Noble and Town Clerk Connie Kulze. Code Enforcement Officer James Douglas was excused.
Guest: 2 people from the public and 1 Press Representative.

M-53 Clm. Dougherty moved, seconded by Clm. Lindsay, to accept the Minutes of April 27, 2010 Town Board Meeting.

Vote: Deputy Supervisor Bish-aye; Clm. Dougherty-aye; Clm. Lindsay-aye; Clm. Williams-aye; Supervisor Cobler-absent.

Supervisor's Monthly Report, Town Clerk's Monthly Report, Dog Control Report, Code Enforcement Report and Shelter Report was reviewed by the Board and filed with the Clerk.

M-54 Clm. Lindsay moved, seconded by Clm. Williams to allow the Cemetery Committee to accept the lowest cemetery bid with final decision to be made on May 15, 2010.

Vote – Deputy Supervisor Bish-aye; Clm. Dougherty-aye; Clm. Lindsay-aye; Clm. Williams-aye; Supervisor Cobler-absent.

Clm. Lindsay attended the public pick up of files from previous Attorney David Weber's Office on May 4, 2010 to see if there were any additional Town files to be handed over. There were none to be found.

Superintendent Noble commented on the busy weekend removing debris from the roads due to the high winds over the weekend. He also stated that they have picked up 600 tons of grater patch for road repair.

M-55 Clm. Dougherty moved, seconded by Clm. Williams to give Binghamton's Susquehanna Heritage Management Plan permission to act as Lead Agency.

Vote: Deputy Supervisor Bish-aye; Clm. Dougherty-aye; Clm. Lindsay-aye; Clm. Williams-aye; Supervisor Cobler-absent.

Clm. Lindsay reported speaking with a Candor resident who complained about the County Recycle Trucks losing its contents and littering our roads. The Candor 4-Wheeler Club just finished having road side pick- up, it was decided that Clm. Lindsay would speak with Lieutenant Anderson and Superintendent Noble would speak with Legislator Oberbeck to see if there are any actions we could take to eliminate the littering.

M-56 Clm. Lindsay moved, seconded by Deputy Supervisor Bish to adjourn the meeting at 7:36pm.
