Candor Town Board Meeting April 28, 2009
The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Terry Collins called the meeting to order at 7:00pm with pledge to the United States Flag and Clm. Milton Dougherty offered prayer.
Present: Supervisor Collins, Clm. Bish, Clm. Cobler, Clm. Dougherty and Clm. Lindsay
Others present: Code Enforcement Officer James Douglas, Highway Superintendent Kevin Noble, Town Clerk Connie Kulze, 9 people from the public and 2 Press Representatives.
Minutes of the April 14th meeting were presented and reviewed by the Board.
M-62 Clm. Dougherty moved and was seconded by Clm. Cobler to accept the minutes as presented. Vote 5 ayes and 0 nays.

Tioga County Council of Governments Meeting minutes of April 16th were given to the Board to review. Supervisor Collins remarked that the Candor Village Mayor was present for this meeting.
Clm. Lindsay stated that the Highway Complex Property Committee were meeting April 29th.
Clm. Cobler gave a Web Site update that she commented was coming along beautifully and Historian Carol Henry will be doing a home page write up including pictures.
Supervisor Collins thanked Clm. Cobler for all the work, which was involved in getting the Web Site going, and also thanked her for presenting the Board with a completed bound book of Candor Laws that is filed with the Town Clerk which is available to the public.
On April 15 the Tioga County Attorneys had a meeting to discuss the Road Preservation Law. Broome County has hired an Engineer to do a study on its roads for an analysis of what repeated heavy loaded traffic could do to the roads. Since it’s a costly venture the Attorneys thought it might be a good idea for the Tioga County Municipalities to share in the cost.
C-5 A draft Resolution which allows Governmental Subdivisions of New York (local municipalities ) to adopt local laws requiring permits and provision for financial security as to potential damage to local roads by vehicles involved in natural gas exploration traveling thereon. No action has been taken, though all the County Attorneys and Local Attorneys agree with it.
Supervisor Collins has talked to Ellen Pratt regarding the Tire Program for this year and will be getting back to the public with specific dates for Candor’s participation.
Highway Superintendent Kevin Noble presented the Board with three Tioga County bids on liquid calcium chloride, granular fill and course aggregates.
M-63 Clm. Cobler moved and was seconded by Clm. Bish to accept the County Bid for granular fill, liquid calcium chloride and course aggregate. Vote 5 ayes and 0 nays.
Superintendent Noble announced that the local Superintendents have gotten together to review the 2nd draft of the Road Usage Law in which they had suggested several changes. He also stated that the Gravel Pit in Catatonk is up and running and the screener is on sight.
Code Enforcement Officer James Douglas presented to the Board the Biennial Report for FEMA (National Flood Insurance Program). He also enclosed the violation notice to the Weltonville Fire Company regarding construction activities in the floodplain, which he has ordered them to stop all work. Mr. Douglas also informed the Board that AT&T contacted him for permit information to replace antennas and communication buildings on Nagel Hill and Ithaca Road tower sites.
Supervisor Collins reported that the 907 ATV Wheelers would be working on roadside clean up this weekend and requested that the Town Highway Crew pick up the bags. Matt Crowe from the public questioned if they picked up trash on Cranes Nest Road if the Highway Crew would pick those bags up also.
M-64 Clm. Bish moved and was seconded by Clm. Cobler to give the ATV Club permission to do roadside cleanup with the Highway Crew picking up bags and deliver to Transfer Station with the Town covering the cost. Vote 5 ayes and 0 nays.
Clm. Dougherty worked diligently on gas bills, which the Town Hall has received over the past year. In his research found that we had been switched to a different company and were overcharged. We are now on a month-by-month basis with US Gas & Electric. Town Hall has been refunded by US Gas & Electric. Clm. Dougherty feels that NYSEG Solutions is cheaper and will have more information at our next meeting.
Supervisor Collins stated he attended the Council of Governments Meeting on April 16th in which he listened to a presentation done by Randy Deal on Countywide Collaborative Assessing Considerations for Tioga County. Supervisor Collins announced that he was not in favor of having a county assessor, though he could see consolidating with another small town such as Nichols. He feels that it’s important for people of the public to be able to come in sit down and talk face to face with the Town Assessor, which forms a better relationship with the Towns folks.
Supervisor Collins informed the public of the upcoming Rabies Clinic, which will be held at the Town Barns on May 4th at 6:00-7:00pm. Donations are greatly appreciated.
M-65 Clm. Bish moved and Clm. Cobler seconded to adjourn the meeting at 8:25pm.
