Candor Town Board Meeting April 27, 2010
Regular meeting of the Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Darlene Cobler called the meeting to order at 7:02 pm with pledge to the flag followed by Clm. George Williams offering a prayer.

Privilege of the Floor: After confirming that the 4-Wheeler Club would be doing their clean-up this coming weekend, Matt Crowe asked if those owning property on Cranes Nest Road could clean and leave debris at the end of the road for pick-up on Monday morning. Superintendent Noble was agreeable to this request.

C-7 The Justice billing came in and $11,180 has been paid to the State for collections made.
C-8 Time Warner Franchise Fee Worksheet notification received. The Town will receive $14,888.49.
C-9 Public Service Commission Statements received containing proposals for rate increases and a
notice soliciting comments on stray voltage detection. Both statements are available for review.
C-10 NYSEG Solutions Annual Renewal notification received.
Attorney Schrader summarized findings regarding the adoption of Retirement Resolution. The purpose for establishing standard workdays is limited to retirement purposes only; there is no violation of Labor Laws, and establishment complies with requirements set forth by the State Comptroller.
WHEREAS, NYS and Local Retirement System put new regulations into effect in August 2009, and
WHEREAS, it is required through Regulation 315.4 that each governing board must establish standard work days for elected and appointed officials, and
WHEREAS, these regulations affect the positions of Town Clerk elected, Highway Superintendent elected,
Assessor appointed and Code Enforcement Officer appointed for NYS Retirement Accreditation purposes, and
NOW THEREFORE be it RESOLVED: That the minimum work day be established at 6 hours per day/30 hours per week to be deemed full time for the above listed Appointed and Elected Positions in the Town of Candor except that for the Highway Superintendent the minimum work day be established at 8 hours per day/40 hours per week to be deemed full time in the Town of Candor the purpose of NYS Retirement Accreditation. Effective January 1, 2010.

Cameras received from the Justice grant have been installed.
Clm. Williams has obtained several survey maps which will aid in discussion with Dennis Rose regarding park on Mill Street. Supv. Cobler said Board would need to get together to talk over the matter and then schedule a meeting with Dennis. Setting a date tabled until later in meeting.
A copy of Excellus Blue Cross/Blue Shield’s intention to replace the Traditional Indemnity Plan with Classic Blue was mailed to all current employees who are enrolled with the Town’s insurance. Current coverage will continue through May 31, with the Classic Blue Plan going into effect June 1, 2010.
Cemetery Committee report given by Chair Clm. Williams. He prepared a worksheet indicating the basic duties, requirements, and mowing schedule for the 7 cemeteries. Supv. Cobler asked that the information on worksheet be formally written as a Request for Proposals to be advertised as soon as possible. The Committee is looking for someone to give a bid on mowing, trimming, litter pickup and removal. Contractor self-insurance coverage is a requirement.
Cindy Jantz is willing to bid for Town Hall mowing, and is currently mowing the Woodford Cemetery on Spencer Road, for which she is also willing to put in a bid. She is not, however, interested in additional cemeteries. She will continue mowing at the Town Hall, keeping track of gas use, until such time as bids have been received and contracts settled. Supv. Cobler asked Clm. Bish to call Cindy on Wednesday to clarify the position.
There are deep ruts in the Town Hall lawn, which will make mowing difficult. Clm. Lindsay volunteered to roll the ruts; if this does not help, topsoil may be needed.
Chair Clm. Bish indicated there was nothing to report for Dog Control and Kennel Committee.
Highway Superintendent Noble met with a Teitsworth representative, who believed $35,000 an unrealistic figure for the 10-Wheeler due to mileage. His suggestion was to take the truck to Palmyra for the municipal auction to be held May 8, and that a more realistic figure would be in the mid- to upper 20’s. The big selling point is the plow and wing, which are in good condition. Reserves are discouraged, there is a 10% sellers premium, and a flat fee of $150 if the truck does not sell. Internet auction is still another option, the next one being May 5 – 12. After much discussion the consensus was to keep the truck for the time being as a back-up vehicle, with the possibility of selling at a future date.
Superintendent Noble reported that the screener motor is in and working well. He also said they would be making grader patch next week.
Code Enforcement Officer Douglas said he was still waiting to hear from the State regarding the NYSERDA Grant. They are working on it, and he anticipates hearing in May/June. Mr. Douglas also reported that he is issuing more permits. The Weltonville Fire Company issue is on-going. DEC will be involved in some of the final approvals and document review. Mr. Douglas said the Fire Co. will be attending a site plan review and will then need to apply to him for a flood plain permit.
Supv. Cobler made a public announcement that Ken Gordon will be at Mr. David Weber’s old office on Main Street from 10:00 am to 4:00 pm on Tuesday, May 4 for the purpose of handing over personal files to clients. Those not picked up will be taken by Mark Dixson and the County Bar Association will make arrangements to get the files to the appropriate individuals. Clm. Lindsay will be checking to see if there are any additional Town files that were not already sent to Supv. Cobler.
Supv. Cobler explained the need for an additional security camera monitor which could be viewed from the offices of both Code Enforcement and Assessor. The monitor may need to be larger in size to accommodate distance. United Alarm Systems faxed a bid for relocating one monitor and adding another. Supv. Cobler has tabled the issue for a month in order to get prices for a larger monitor.
Supervisor’s Report: The Road Use Agreement has been completed. Attorney Schrader will email the final form for posting on the Town’s website.
Supv. Cobler will be out of town for the next two weeks due to a difficult medical emergency involving her granddaughter. Clm. Bish will take charge during her absence, and Clm. Williams will cover the Planning Board Meeting on Tuesday in addition to completing and publishing the cemetery Request for Proposals. Supv. Cobler will be able to be reached via cell phone or email.
