Candor Town Board Meeting March 9, 2010
The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Cobler called the meeting to order at 7:00pm with pledge to the flag and Clm. Milton Dougherty offered prayer.
Present: Supervisor Darlene Cobler, Clm. Joseph Bish, Clm. Milton Dougherty, Clm. Dan Lindsay. Clm. Gary Whittemore was excused.
Others present: Attorney Kurt Schrader, Code Enforcement Officer James Douglas, Town Clerk Connie Kulze. Highway Superintendent Kevin Noble was excused.
Guest: 7 people from the public and 2 Press Representatives.
Clm. Gary Whittemore regrettably turned in his resignation from the Town Board.
M-34 Supv. Cobler moved, seconded by Clm. Bish to accept Gary Whittemore's resignation. Vote: Supv. Cobler – aye, Clm. Bish – aye, Clm. Dougherty – aye and Clm. Lindsay – aye.
WHEREAS, Gary Whittemore has tendered his resignation to the Town Board, and
WHEREAS, THE Town Board has accepted his resignation with regrets, and
WHEREAS, it is necessary to appointment an individual to serve the remaining 2010 portion of Mr. Whittemore's term of office, and
WHEREAS, the Board is in agreement with the appointment of George Williams to fill this position NOW THEREFORE BE IT
RESOLVED: That George Williams be Appointed to serve as Town Councilperson for the remainder of the year 2010.
R-17 Clm. Lindsay moved, seconded by Supv. Cobler to adopt the above Resolution.
Roll Call Vote: Cobler – aye, Bish – aye, Dougherty – aye and Lindsay – aye.
Town Clerk Kulze had the honor of swearing George Williams in as Councilperson.
Minutes of the February 23rd meeting were reviewed by the Board and corrected.
M-35 Clm. Bish moved, seconded by Clm. Lindsay to accept minutes as corrected. Vote: Cobler – aye, Bish – aye, Dougherty – aye, Lindsay – aye and Williams – aye.
2009 Annual Local Historian's Report by Carol Henry was reviewed by the Board and filed with the Clerk. Supervisor's report, Town Clerk's report and Dog Control report was reviewed by the Board and filed with the Clerk.
Susquehanna River Basin Commission is hosting a meeting on March 29th from 6:00-8:00pm at the Hubbard Auditorium in Owego, New York on Permitting for Water Usage Related to Gas Drilling in the Marcellus Shale.
Supv. Cobler announced the Clerk's computer is up and running.
Many thanks go to Court Clerk Lynn Craig for delivering and donating the scrap computers and printers that were in the storage room to the Athen's School District Fund Raiser.
Road Use Workshop will be held at 6:00pm on March 15th at the Town Hall.
Code Enforcement Officer James Douglas turned in his February report which, is filed with the Clerk. Code Officer Douglas recommended approving the Generator Maintenance Agreement with New York State Site Power Corp. for service and maintenance at the Town Hall.
Supv. Cobler publicly thanked Clerk Kulze and Assessor Spaulding for their work on the Quilted Flag that is now hanging in the Town Hall.
Legislator Ronald McEwen informed Supv. Cobler the State had over paid the County by 1 Million Dollars in 2009 for Sales Tax. The State will be making an adjustment in the April Sales Tax.
Court Clerk Craig applied for a Justice Grant to expand the security system to the outside. Clerk Craig was notified that the grant was fully accepted.
March 24th New York State Department of Transportation will hold a public meeting at 7:00 in the High School Auditorium on replacement of the lower bridge. Depending on the revenue the work is intended to start in 2013 and will take possibly 2 years to complete.
M-36 Clm. Bish moved, seconded by Clm. Lindsay to scrap the Clerk's Computer from the inventory list, item #234. Vote – Cobler – aye, Bish – aye, Dougherty – aye, Lindsay – aye and Williams – aye.
General Government Claims #30-77 in the amount of $8,702.93 were audited by the Board. Highway Claims #27-54 in the amount of $69,034.09 were audited by the Board.
M-37 Clm. Bish moved, seconded by Clm. Lindsay to adjourn meeting at 7:26pm.
