Candor Town Board Meeting February 9, 2010The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Cobler called the meeting to order at 7:00pm with pledge to the flag and Clm. Milton Dougherty offered prayer. Present: Supervisor Darlene Cobler, Clm. Milton Dougherty, Clm. Dan Lindsay and Clm. Gary Whittemore. Clm. Joseph Bish was excused from the meeting. Privilege of the floor: Jeff Farmer from W.J. Farmer Insurance gave a presentation on Insurance for the Town. Mr. Farmer passed out Insurance Proposal to the Board. The total came in at $28,583.86. Privilege of the floor: Christine Curkendall addressed the Board with her frustrations regarding the Road Use Agreement. She feels it is not moving fast enough, suggested a Sub Committee be made to work with legal council to get the job done. Privilege of the floor: Fred Martinez vented his frustrations to the Board regarding the Road Use Agreement not going forward. He stated that Owego has already had several meetings with the Gas Companies and feels Candor should be at that point too. Minutes of the January 26th meeting were reviewed by the Board. Town Clerk's and the Dog Control reports for the month of January were reviewed by the Board and filed with the Clerk. William Kulze gave a status report on the Clerk's computer and is hoping to order it by the end of the week. 1933-1942 Death Record Book was preserved by Brown's River Company and is back in the Clerk's Office. Supervisor Cobler and Clm. Dougherty will be in NYC 2/14-2/17, during that time Clm. Bish will act as Deputy Supervisor if he is not available you can contact Clm. Lindsay Clm. Lindsay who is Chairman of the Assessor Committee reported needing to contact Clm. Dougherty regarding Assessor Spaulding's designated work hours and also wondered why she is getting full benefits even though she is a part-time employee. Supv. Cobler stated she would like a report by next month. Supv. Cobler spoke to Christine Curkendall from the public regarding her bringing the Road Use Agreement to NYC for them to discuss further. Highway Superintendent Noble reported that the new 10 Wheeler is at Burr's and should be arriving in late March. Supr. Noble asked permission to attend Advocacy Day on March 9&10 in Albany. Code Enforcement Officer Douglas turned in his January Report and it is filed with the Clerk. Mr. Douglas spoke of the bids for the NYSERDA Grant. Mr. Douglas will be submitting three different grant applications – Town Hall, Town Hall Solar and Town Barns, which are due by February 17th. He also stated he will be meeting with James Kazda this weekend. File cabinet from the Candor Community Center was delivered today. Supv. Cobler received e-mail from Michael Maxwell who is the Town of Spencer's Assessor. He would charge $40/per parcel to do the revaluation. Assessor Spaulding told Supv. Cobler she could do it with Mr. Donn Weber (from Real Property) helping her with the computer side of it. Supv. Cobler attended the Planning Board meeting on Monday and suggested they review the Sign Law and other Laws that may have any fee tables inserted and have them deleted. WHEREAS, it is necessary to appoint a 3rd Deputy Town Clerk and Tax Collector and, Supv. Cobler stated there will be a meeting on February 23rd at 2:00pm at the County Office Building on the changes in our health insurance, she will be attending and suggested that James Brixey attend on behalf of Town Highway employees. Closing Privilege of the Floor: Bob Aman addressed the Board regarding the Sign that is down on Rt. 96B also stated his concerns on 100% revaluation of the parcels here in Candor. The Road Use Agreement is another concern of his. Mr. Aman suggested we have our Town Attorney dress up the legal talk, get the Gas Companies in here and get a contract done. Closing Privilege of the Floor: Candy Ross spoke to the Board regarding the Road Use Agreement and wanted a commitment from the Board on a date when this would be finalized. She stated this is definitely time sensitive. Closing Privilege of the Floor: William Kulze suggested having a mind set regarding the Road Use Agreement to accomplish it sooner than later. General Government Claims #22-51 in the amount of $39,856.96 were audited by the Board. Highway Claims #2-26 in the amount of $58,255.53 were audited by the Board. M-27 Clm. Lindsay moved, seconded by Clm. Whittemore to go into Executive Session for Personnel Issue at 8:40pm. Vote – Cobler – aye, Bish – absent, Dougherty – aye, Lindsay – aye and Whittemore – aye. M-28 Clm. Whittemore moved, seconded by Supv. Cobler to come out of Executive Session at 9:30. Vote – Cobler – aye, Bish – absent, Dougherty – aye, Lindsay – aye and Whittemore – aye. M-29 Clm. Whittemore moved, seconded by Supv. Cobler to adjourn the regular meeting at 9:31pm.
