Candor Town Board Meeting February 23, 2010

The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Cobler called the meeting to order at 7:00pm with pledge to the flag and Clm. Gary Whittemore offered prayer.

Present: Supervisor Darlene Cobler, Clm. Joseph Bish, Clm. Milton Dougherty, Clm. Dan Lindsay and Clm. Gary Whittemore. Others present: Attorney Kurt Schrader, Code Enforcement Officer James Douglas, Highway Superintendent Kevin Noble and Town Clerk Connie Kulze.
Guest: 9 people from the public.

Minutes of the February 9th meeting were reviewed by the Board.
M-30 Clm. Lindsay moved, seconded by Clm. Whittemore to accept the minutes as presented. Vote – Supv. Cobler – aye, Clm. Bish – aye, Clm. Dougherty – aye, Clm Lindsay – aye and Clm. Whittemore – aye.

State Board of Real Property Services notified us of the Tentative Special Franchise Assessment.

The Town's share of fines collected and fees earned by the court for the month of January 2010 is $1,075.

William Kulze assured the Board that the Clerk's computer was ordered and should arrive next week.

Supervisor's report was received and distributed to the Board and was filed with the Clerk.

Supervisor Cobler attended a meeting on health insurance and stated that Blue Cross/Blue Shield is changing their name to Classic Blue. Supv. Cobler handed out information sheets regarding other changes that will be taking place in the near future.

Supv. Cobler attended the C.O.G. meeting. She spoke about a Tioga Opportunity program called Angel Camps, which is free home repair that takes care of the work and also the supplies. Applications can be picked up at the Clerk's Office.

Supv. Cobler, Supr. Noble and Clm. Lindsay met with Mike Atchie who is with the Chesapeake Co. Mr. Atchie supplied them with a simple Road Use Agreement that they work with.

Attorney Kurt Schrader recommended a few revisions to the Road Use Agreement.

Highway Superintendent Noble presented to the Board the County Bids.
M-31 Clm. Bish moved, seconded by Clm. Lindsay to accept the County Bid for Motor Fuel, Smooth Interior Corrugated Polyethylene Culvert Pipe, Polyethylene Pipe, Corrugated Steel Pipe Arches and Aluminized Steel Pipe Arches, Heavy Stone Fill, Subbase Coarse, Portland Cement Concrete and Car, Truck & Heavy Equipment Tires. Vote – Supv. – Cobler – aye, Clm. Bish – aye, Clm. Dougherty – aye, Clm. Lindsay – aye and Clm. Whittemore – aye.

Code Enforcement Officer James Douglas notified the Board that the NYSERDA Grant application was mailed February 16 and he expects to hear the decision sometime in April. Amanda's Law came into effect February 22, 2010 that mandates the installation of carbon monoxide detectors in homes in NY that have a fuel-based power source.

St. Baldrick's Day will be held at the American Legion on March 13th, which is raising funds for Childhood Cancer.

Clerk Kulze asked permission to attend the NYS Town Clerks Association in April.
M-32 Clm. Bish moved, seconded by Clm. Lindsay to allow Clerk Kulze to attend the Clerks Meeting in April. Vote – Supv. – Cobler – aye, Clm. Bish – aye, Clm. Dougherty – aye, Clm. Lindsay – aye and Clm. Whittemore – aye.

Supv. Cobler received e-mail from Mayor Sparling regarding the Dissolution Committee. It was decided that Supv. Cobler will be the Town Board Representative.

George Williams spoke with Supv. Cobler regarding the survey of the Park on Mill Street. He assured her that it would not cost the Town over $1,000. No action taken.

The 2009 Inventory is updated and the Board decided that the Historical Markers should be added. They will be added to the 2010 inventory.

Clm. Dougherty suggested that the Planning Board might look into Wind Turbine regulations.

M-33 Clm. Bish moved, seconded by Clm. Lindsay to adjourn meeting at 7:57.
