Candor Town Board Meeting December 22, 2009
The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Terry Collins called the meeting to order at 7:00pm with pledge to the flag and Clm. Milton Dougherty offered prayer.
Present: Supervisor Terry Collins, Clm. Joseph Bish, Clm. Darlene Cobler, Clm. Milton Dougherty and Clm. Dan Lindsay
Others present: Code Enforcement Officer James Douglas, Highway Superintendent Kevin Noble, Town Clerk Connie Kulze, 7 people from the public and 2 Press Representatives.
Supervisor Collins stated this was his last official meeting after 12 years as Supervisor. He took a moment to thank the people of Candor and also praised his fellow workers for a job well done. He spoke of his love for Candor and wished the Board and the new Supervisor good luck.
Privilege of the floor: Dennis Rose owner of Punk’s Place would like to purchase some property that the Town of Candor owns. Property is located next to Punk’s Place, which will enable him to extend his parking lot. Clm. Bish expressed his concern that the Town would need a right of way for the purpose of maintaining the dam. Mr. Rose assured the Board that that was acceptable and be included in any agreement that might be made.
The Board reviewed minutes of the December 8th meeting and suggested a couple additions.
M-149 Clm. Cobler moved, seconded by Clm. Lindsay to accept the minutes as corrected. Vote 5 – ayes and 0 – nays.
Supervisor Collins spoke with Donn Weber with State Real Property regarding town reassessment and the CAP (Coordinated Assessment Program) with the Town of Tioga. Mr. Weber informed Supervisor Collins that a resolution be made to terminate the CAP with Tioga and faxed to him as soon as possible in order for him to get it to Albany by January 15th.
Clm. Dougherty made a resolution, seconded by Clm. Cobler carried the following:
RESOLVED, that the Towns of Candor and Tioga agree to dissolve the existing Coordinated Assessment Program to be terminated immediately. Vote – 5 ayes and 0 nays.
M-150 Supervisor Collins moved, seconded by Clm. Dougherty to continue paying health insurance for Assessor Denise Spaulding and the retired Assessor Annetta Lounsbury. The Town of Candor agrees to pay 56% and the Town of Tioga agrees to pay 44% of the total cost. Vote – 5 ayes and 0 nays.
Code Enforcement Officer James Douglas stated some concerns regarding the up coming gas drilling in our area, which included Emergency & Disaster Preparedness and the effects on the town of a population increase.
Supervisor Collins spoke of the New York Rural Water Association Meeting that he attended along with Clm. Lindsay. Steven Winkley gave the informative presentation. He will be conducting a survey that will include looking for pollution and how it might affect the Catatonk Creek Aquifer.
M-151 Clm. Dougherty moved, seconded by Clm. Cobler to authorize Supervisor Collins to pay any bills by December 31st, to balance any overdrawn accounts and to transfer any available funds to Capital Reserve. Vote 5 ayes and 0 nays.
Clm. Dougherty asked Town Clerk Kulze to contact the Town of Vestal regarding transportation to the Association of Towns Annual Meeting.
M-152 Clm. Bish moved, seconded by Clm. Lindsay to adjourn at 7:45pm.
