Candor Town Board Meeting November 10, 2009
The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Terry Collins called the meeting to order at 7:00pm with pledge to the flag and Clm. Milton Dougherty offered prayer.
Present: Supervisor Terry Collins, Clm. Joseph Bish, Clm. Darlene Cobler, Clm. Milton Dougherty and Clm. Dan Lindsay
Others present: Code Enforcement Officer James Douglas, Highway Superintendent Kevin Noble, Town Clerk Connie Kulze, 10 people from the public and 2 Press Representatives.
Supervisor Collins opened the Public Hearing on the Preliminary Budget at 7:05pm as advertised. Supv. Collins spoke briefly to the public regarding how to read the budget. Public had no comments. Supv. Collins closed the Public Hearing at 7:12pm.
M-123 Motion by Clm. Dougherty, second by Clm. Cobler:
Whereas the Candor Town Board duly held a Public Hearing on the Preliminary Budget for the fiscal year 2010, and having heard all persons desiring to be heard on the budget, and the budget having been fully discussed and considered, it is
Resolved the said Preliminary Budget is hereby adopted and established as the Annual Budget, and as so is included in the minutes of the proceedings of the Town Board. Vote – ayes 5 and nays 0.
Privilege of the Floor – LeAnn Jenson took the floor asking permission to place a file cabinet here for the Candor Community Service since they have no central place.
M-124 Clm. Cobler moved and Clm. Lindsay seconded to allow the Candor Community Services to place file cabinet here in the store room. Vote 5 ayes and 0 nays.
Minutes of the October 27th meeting were reviewed by the Board and accepted.
M-125 Clm. Cobler moved and Clm. Bish seconded to accept the minutes as presented. Vote – ayes 5 and nays 0.
C-25 The Association of Towns are having a teleconference on Tuesday, December 8, 2009 for Newly Elected Officials.
C-26 AOTSNY sent general information regarding the 2010 Training School for Newly Elected Officials, which is a three-day conference, held in Albany and Rochester.
C-27 AOTSNY will be holding their 2010 Training School and Annual Meeting in New York City on February 14-17, 2010.
Supervisor's Monthly Report, Town Clerk's Monthly Report and the Dog Control Report were presented to the Board for review and filed with the Clerk.
Supervisor Collins spoke with Donn Weber from the New York State Real Property Office regarding what kind of help they could offer us in reassessing the properties here in Candor. Mr. Weber can help with the paper work, and would bring his Supervisor in. Clm. Dougherty would like to request Donn Weber to hold another workshop here in Candor. Candor and the Town of Tioga share the Assessor Denise Spaulding and Clm. Cobler talked to Jerry Hyatt from Tioga and they have no desire to have reassessments done.
M-126 Clm. Cobler moved and seconded by Clm. Bish to authorize Town Clerk Connie Kulze to have the Towns Death Book of 1933-1942 preserved by Brown's River for the amount of $695. Vote – ayes 5 and nays 0.
Superintendent Kevin Noble updated the Seasonal Road List, with changes to Eiklor Road and Ketchum Hollow Road.
M-127 Clm. Dougherty moved and Clm. Bish seconded to approve the list of Seasonal Roads for the Town of Candor. Vote ayes 5 and nays 0.
Superintendent Noble stated Martin Plumbing and Heating paid a visit to the Highway Barns to check on the heater in the Truck Bay and stated it was not worth fixing.
New York State Department of Labor issued a Notice of Violation to the Candor Town Highway Department. All has been corrected and James Douglas will be putting a door with a crash bar in the Truck Bay.
M-128 Clm. Lindsay moved and Clm. Bish seconded to adopt Violence in the Workplace Policy statement. Vote – ayes 5 and nays 0.
The Town of Richford is interested in our Wheeled Excavator. Supr. Noble stated we paid $40,000 for it and has had nothing but problems with it, which was explained to Town of Richford. Supr. Noble said we really have no need for it and the Town Board agreed that Supr. Noble should approach them with a certain figure.
Supr. Noble said the Permits to put up 3 of the 4 Historic Signs should be in soon. Signs for the Upper dam, Lower dam and the Masonic Lodge will be put up as soon as the Permit comes.
Code Enforcement Officer James Douglas gave his Monthly Report and stated he will be attending the FEMA Map Program in Spencer on November 19th.
Clm. Cobler stated that the Organizational Meeting would be held on January 4, 2010 at 7:00pm here at the Town Hall. Town Clerk Connie Kulze will be advertising this in the paper.
M-129 Supv. Collins moved and Clm. Bish seconded to go into Executive Session at 8:04.
M-130 Supv. Collins moved and was seconded by Clm. Dougherty to go out of Executive Meeting at 8:31.
M-131 Supv. Collins moved and Clm. Bish seconded to accept the 3 Year Contract negotiated with the Highway Employees – contingent on ratification by the Highway Employees.
M-132 Motion by Clm. Bish seconded by Clm. Cobler to adjourn regular meeting at 8:35pm.
