Candor Town Board Meeting October 12, 2010The Candor Town Board met at the Town Hall, 101 Owego Road. Supervisor Darlene Cobler called the meeting to order at 7:00pm with pledge to the flag followed by Supv. Cobler offering a prayer. Present: Supv. Darlene Cobler, Clm. Joseph Bish, Clm. Milton Dougherty, Clm. Dan Lindsay and Clm. George Williams. Privilege of the floor: Martha Goodsell took the floor expressing her opinion of the Candor Sign Law. Martha addressed the Board asking them to repeal the Candor Sign Law. M-110 Clm. Bish moved, seconded by Clm. Dougherty to accept the minutes of the September 28, 2010 meeting as corrected. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. M-111 Clm. Bish moved, seconded by Clm. Williams to accept the minutes of the October 5, 2010 Budget Workshop and Town Board Meeting as corrected. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. Delta Engineers, Architects, & Land Surveyors (Delta) will present its plan for Road Protection Services within Tioga County on October 21st, at 7:00pm at the County Office Bldg. in Owego, New York. President Bailey from REAP requested financial support from the Town of Candor for 2011 for Tioga County REAP, LDC Monthly reports from the Dog Control Officer, Supervisor and Town Clerk were presented to the Board and filed with the Clerk. Supervisor Cobler announced that the new Security Monitors have been installed. Court Clerk Craig is seeking another Grant for the Sound System. M-112 Clm. Williams moved, seconded by Clm. Bish to declare Town Clerk’s desk scrap. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. M-113 Clm. Dougherty moved, seconded by Clm. Bish to declare the Court Clerk’s desk scrap. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. Highway Superintendent Kevin Noble informed the Town Board of a Safety Training Session that he will be holding on October 25th @ 7:00pm here at the Town Hall. Dissolution Meeting will be held on October 18, 2010 at 7:00pm here at the Town Hall. Village and Town Board members will be present. M-114 Clm. Bish moved, seconded by Clm. Lindsay to declare the 1998 Chevy Pickup Truck surplus. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. 10 Wheeler discussions were tabled till the next meeting. Superintendent Noble stated receiving 7 different quotes from 5 separate companies on the Excavator. Mr. Noble would like to acknowledge and commend one of his workers for handling the Broom Tractor on Howard Hill Road after it lost its brakes. M-115 Clm. Bish moved, seconded by Clm. Lindsay to allow Superintendent Noble to accept the Salt bid for 2010-2011 from Cargill Inc. with a 1% increase from last year. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. Code Enforcement Officer James Douglas gave his monthly report and it is filed with the Clerk. Mr. Douglas also updated the Board on the NYSERDA Grant and included the schedule of installation. An Appearance Ticket has been issued to the Coney’s for a violation. Mr. Douglas also addressed the Sign Law and expressed his opinion on enforcing it. Supervisor Cobler stated that Mike Maxwell and Don Weber will be attending our meeting on October 26 to discuss doing a revalve in 2011 at a cost of $80,000. General Government Claims #232-255 in the amount of $8,152.43 were audited by the Board. Highway Claims #213-248 in the amount of $207,354.25 were audited by the Board. M-116 Clm. Bish moved, seconded by Clm. Lindsay to go into Executive Session at 8:00 to discuss possible land transaction and employment history of a particular person. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. M-117 Clm. Bish moved, seconded by Clm. Lindsay to come out of Executive Session at 9:50pm. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. R-20 Clm. Lindsay moved, seconded by Clm. Bish to discontinue Health Insurance for the Assessor effective 12/31/2010. Vote: Cobler-aye, Bish-aye, Dougherty-aye, Lindsay-aye and Williams-aye. WHEREAS, the CAP Agreement between the Towns of Tioga and Candor was terminated 12/22/2009 and WHEREAS, this resulted in the position of Assessor changing from fulltime to part time and WHEREAS, the Town of Candor has a policy in place that limits Health Insurance paid by the Town to full time employees THEREFORE, be it resolved that Health Insurance be discontinued for the Assessor effective 12/31/2010 M-118 Clm. Bish moved, seconded by Clm. Lindsay to adjourn the regular meeting at 10:00pm.
