1. I. Called to order – 7:04 p.m.
   
   
• Pledge of Allegiance to the Flag was said.

1. a) Members: Chairman Gary Henry, Jr., Vice-Chairman Art Cacciola, Bob Zebracki, Patti Reichert, Chris Curkendall, Peter Ward, and Matt Crowe.

3. c) Guests: Wayne & Darlene Cobler, Jim Douglas, Terry Collins, Jeremy Toft, Christina Gordonair, Bub and Vicki Compton, and Christian Able
   
   
2. II. Privilege of the Floor
   
   
• Terry Collins stated that the Attorney's are looking at the Broome County Law regarding road preservation and they believe the County and all Towns can use that so they are all alike. County is willing to do this, but Town Board isn’t sure because they haven’t seen it yet.
  
  
• Terry Collins is concerned because the Site Plan Reviews take a long time. Seems there should be a way to streamline things. Sketch Plan is not required but can be helpful to the applicant. Must go through the County – it’s the law. Time frames may be taken care of when the website is up and running because meeting dates will be there for people to see. Terry would like to suggest that we review the Site Plan Review policies and update them.
  
  
• Darlene Cobler would like to have the website up and running within a couple of weeks. She would like to have a write up of what we currently have in process, as well as some type of information letting people know what we do. She would also like to include the monthly minutes once they are approved and asks that they are forwarded to her via e-mail.

• April 2009 Minutes – Peter Ward motioned to accept the minutes, Patti Reichert seconded, approved. Ayes (7) Nays (0) Abstentions (0)

6. VI. New Business
   
   
• Site Plan Review for Jeremy Toft – contingent on him purchasing the property. Property is in the Flood Plain. Purchasing the property is contingent on being approved for the Site Plan. Would like to see some type of privacy fence whether vegetation or otherwise, or a fence at least 6ft high. Covered lighting that points down, not up. Peter Ward motioned to approve the SEQR with a negative declaration, Matt Crowe seconded, approved. Ayes (7) Nays (0) Abstentions (0). Vice-Chairman Art Cacciola motioned to approve the Site Plan Review with restrictions of actually purchasing the property and installing a 6ft fence, Matt Crowe seconded, approved by a roll call of votes. • Site Plan Conference for John Madan – went to County, County sent to Gary for approval. Jim Douglas has not received approval from the County yet. Patti Reichert motioned to approve the Environmental Assessment with a negative declaration, Peter Ward seconded, approved. Ayes (7) Nays (0) Abstentions (0). Bob Zebracki motioned to approve the Site Plan Review based on the County’s approval, Christina Curkendall seconded, approved by a roll call of votes. • Sketch Plan Conference for Bub Compton – one room addition to existing building, info already sent to County, lighting must be pointing down, not up. Don’t see any problems or issues once we get the information back from the County.

Started Site Plan and Building Laws, we should resurrect them and work on them @ next workshop
