Candor Planning Board Meeting March 3, 2009

  1. I. Called to order – 7:03 p.m.

    • Pledge of Allegiance to the Flag was said.

    • In attendance:

      1. a) Members: Chairman Gary Henry, Jr., Bob Zebracki, Patti Reichert, Chris Curkendall, and Vice Chairman Art Cacciola. Excused: Matt Crowe. Absent: Peter Ward

      2. b) Others: Clerk Angela Smith

      3. c) Guests: Wayne & Darlene Cobler, and Jim Douglas

  3. III. Review and Modify Agenda

    • Patti Reichert motioned to accept with amendments, Bob Zebracki seconded, approved. Ayes (5) Nays (0) Abstentions (0)

  4. IV. Review Minutes of the Previous Meeting

    • February 2009 Minutes – Vice-Chairman Art Cacciola motioned to accept the minutes with amendments, Chairman Gary Henry, Jr seconded, approved. Ayes (5) Nays (0) Abstentions (0)

  5. V. Correspondence

    • Town Board Minutes – January 27th and February 10th

    • Town Clerk Notice: Elected or Appointed

  6. VI. New Business

    • Association of Towns review – Art brought back some handouts and notes if anyone wants to look at them.

    • Sketch Plan Review, Jim Douglas –

      • Should contact Jeffrey Stoke

      • Wants to specialize in hard wood that’s hard to find. Can’t really compete with places like Lowes, but would like to find a kniche.

      • Discussion regarding what Jim would like to do and his plan.

      • Logging trucks would be 1 every two months, if that.

      • SEQR Short Form should be done. Not really anyone around him and he is already doing in his garage.

      • Don’t see any problems with Jim doing this. Don’t forget lights should point toward the ground.

    • Parcel Consolidation – It was stated that someone combined two parcels into one with a mobile home being installed. Where two other dwellings currently stand. Possibly one house being converted into a woodshop.

      • 2 parcels – 1 with 2 homes, 1 with 1 home – mother, son, grandson

      • Leave parcels as is or pull permit for additional trailer. Or, change occupancy of the one home.

      • Jim will let them know and if they have more questions, they can come to the Town Planning Board.

      • They have already been to the County, but the Town can override the County.

  7. VII. Old Business

    • Road Preservation Law – Bob brought some information

      • Fines – what happens if they deviate from the approved plan

      • Should we do a Gas and Oil Regulations Ordinance instead? Or, in addition to the Road Preservation Law.

      • Possibly call it Industrial Business instead.

      • Darlene will bring up at the next Town Board meeting – what direction should we take?

    • Zoning Commision – nothing to report

    • Training – Vice-Chairman Art Cacciola turned in his certificates

    • Flood Damage Prevention Law – will work on at the next workshop or meeting.
