Candor Planning Board Meeting December 1, 2009

  1. I. Called to order – 7:04 p.m.

    • Pledge of Allegiance to the Flag was said.

    • In attendance:

      1. a) Members: Chairman Gary Henry, Jr., Vice-Chairman Art Cacciola, Patti Reichert, Peter Ward, and Matt Crowe. Excused: Chris Curkendall. Absent: Bob Zebracki

      2. b) Others: Clerk Angela Smith

      3. c) Guests: Martha Goodsell, Steve Fedorowicz (Weltonville Fire Company), Tom Scott (Weltonville Fire Company)

  2. II. Privilege of the Floor

    • Steve Fedorowicz – they are in the process of building a Fire Station on West Creek Road and are having trouble getting permits. Been in process for two years. Were told they had to come see us. Hoping to break ground in the spring. Need plans before Jim Douglas can issue a permit because it's considered commercial. It's also in the flood plain. Were told they need a Hydraulic Study done. Basically need to know what steps they need to take. Also need to go through the County because it's on a County Road. Provided them with the checklist and the SEQR form.

  3. III. Review and Modify Agenda

    • Patti Reichert motioned to approve the agenda as amended, Vice-Chairman Art Cacciola seconded, approved. Ayes (5) Nays (0) Abstentions (0)

  4. IV. Review Minutes of the Previous Meeting

    • November Minutes – Peter Ward motioned to accept the minutes, Matt Crowe seconded, approved. Ayes (5) Nays (0) Abstentions (0)

  5. V. Correspondence

    • Zoning Bulletins – None

    • Town Board Minutes – Oct 27th and Nov 10th

    • NY Rural Water Association

    • FEMA Flood Mapping Open House

  6. VI. New Business

    • Organizational meeting with be at the next meeting on January 5, 2010. Review By-Laws and Elections of Officers.

  7. VII. Old Business

    • Uniform Fire Prevention – tabled

    • Road Preservation – Chairman Gary Henry, Jr., Vice-Chairman Art Cacciola, and Chris Curkendall went to the Town Board Meeting about the Citizens Advisory Group and what they have discussed. Kevin Noble brought two versions of the Road Use Agreement (Litigation and Arbitration) and Chris Curkendall had them marked up within five minutes with loop holes. It was stated that the Citizens Advisory Group would like to review first. Chairman Gary Henry, Jr. took a list of open items but didn’t press the issue because of the upcoming changes. Talked about having a survey on the website as well as other places to see what individuals felt are crucial areas

    • Peter Ward motioned to adjourn the meeting @ 8:09 p.m., Vice Chairman Art Cacciola seconded, approved. Ayes (5) Nays (0) Abstentions (0).
