Candor Planning Board Meeting November 3, 2009
- I. Called to order – 7:10 p.m.
- Pledge of Allegiance to the Flag was said.
- In attendance:
- a) Members: Chairman Gary Henry, Jr., Vice-Chairman Art Cacciola, Bob Zebracki, Patti Reichert, Chris Curkendall, Peter Ward, and Matt Crowe

- Patti Reichert motioned to approve the agenda as amended, Matt Crowe seconded, approved. Ayes (7) Nays (0) Abstentions (0)
- IV. Review Minutes of the Previous Meeting
- October Minutes – Peter Ward motioned to accept the minutes as amended, Matt Crowe seconded, approved. Ayes (7) Nays (0) Abstentions (0)
- V. Correspondence
- Zoning Bulletins – July 25th, Aug 25th, Sept 25th, and Oct 10th

- Uniform Fire Prevention – need to have Jim Douglas and his notes in order to proceed with this.
- Road Preservation – need to have a good permitting process. Bond we would have to take them to court. Escrow you would identify who will hold the money (i.e. local bank), how much and triggers and process for release. Superintendent should attend our meeting to give us estimates. We have been told that both the Escrow and Bonding is illegal to ask for. Sometimes people don’t interpret the law correctly. We should find the laws and read them ourselves. What permit are the companies applying for? We could make a permit like the States "R" permit. Town would have to enforce it because these companies most likely know all the ins and outs, ordinances, etc. Kevin Noble did find some type of contract from some place in Texas that he felt would fit the bill for what he would like to see. Would like him to share it with us. Darlene Cobler can scan it and e-mail it to all of us. Believes Kevin Noble would gladly come to our next workshop if invited. Kevin Noble is currently working with the Town of Caroline regarding the condition of the roads. Don’t believe weight is the most critical issue. It’s the number of trips that the vehicles take. Could put a toll on certain roads with special permit for residents. Bridges are a bigger concern than the roads. Regardless of permits, roads will be damaged. How do we word the law of the requirement of a permit? Looking more for the permit and the escrow. What is the threshold and/or criteria to need a permit? Once the roads and water system is ruined, we don’t want to have to pay (via tax dollars) for it. We should create an advisory board for this as there are several other groups that are getting together and are upset that we aren’t doing anything. TING has been going on for a little while and Martha Goodsell is on it. Vice-Chairman Art Cacciola will talk to Martha to see what her feelings are about working with TING and/or meeting with us. Vice-Chairman Art Cacciola is in favor of forming a Citizens Advisory Board/Group for our Board, it doesn’t have to just be for the Road Preservation. Vice-Chairman Art Cacciola will contact Martha. Believe that Kevin Noble and Joe Bish should come to the next meeting. Some discussion on setting up a Share Point type of site within the Town website. Chris Curkendall motioned to have Vice-Chairman Art Cacciola contact Martha Goodsell and others that he deems beneficial to set up a Citizens Advisory Group on Road Preservation for the Town Planning Board, Matt Crowe seconded, approved. Ayes (7) Nays (0) Abstentions (0). If individuals want to meet with us before our next meeting, some members are up for that.
